The guy who claimed "We Did It" didn't do it.

A Los Angeles man who sent boastful letters to hundreds of Capitol Hill offices had no role in Thursday's bombing of the military recruiting office in Times Square, Police Commissioner Raymond Kelly said Friday.

David Karnes, a single lawyer whose Hollywood Hills neighbors include rapper Kanye West, was a victim of exceptionally bad timing when his missives arrived in Washington within hours of the early morning blast, officials said.

Karnes, 50, in a Hawaiian shirt and jeans, declined to speak with the Daily News outside his cliffside California home Friday.

"I'm working with the FBI, and they've advised me not to talk," Karnes said. "I'm really not going to talk."

A holiday card featuring a photo showing Karnes outside the Times Square recruiting station was included with an anti-war manifesto he sent to 300 Democrats, a police source said. The "Happy New Year, We Did It" message on the card referred not to the bombing but to Democrats winning a majority in the House in the 2006 elections, police said.

Neighbors described the lanky Harvard grad with salt-and-pepper hair as a friendly type who was politically active. On Thursday night, they said, a pack of law enforcement vehicles descended on Karnes' house.

"Five unmarked cars pulled up and they stormed out," said Rick Rothe, 22, who was in the house across the street. "The entire street was blocked off."

Karnes invited the federal agents inside to search his house, his basement and his papers, a police source said. The FBI cleared Karnes and released a statement saying "the bombing investigation continues in New York."

His mom, Frances Karnes, 82, of Orange County, Calif., said, "He'll be okay. He wasn't involved. My son, he's a very bright and intelligent man. He would never do anything like that."

The NYPD posted a $12,000 reward in the case Friday.
