California Law Makes E Mail File Swappers Provide Name, Address

As previously discussed, California Lawmakers had been tossing around the idea of forcing anyone who sends a commercial video or audio file via the internet to include their name and address with the transfer.
Apparently the law has been passed (SB1506) by Governor Schwarzenegger, and violating it would be a misdemeanor punishable by a fine of up to $2500 and/or up to one year in prison.
It's not clear how technically they hope to enforce such a law.
