This Internet censorship thing makes no sense from a technical aspect. Networks are networks, and you can block access to some networks from some networks, but the idea of a network is to connect and communicate, and there will always be opportunity for finding loopholes. There are ways to use networks to go around blockages and connect to other networks where there are no blockages, and use that network to access the network you’re blocked from. The concept is called proxy, and the government cannot real-time find all proxy servers and ban your network (ISP) from serving access to those proxies, especially because one can be made in any country at any given moment. The ‘net is doomed to evolve. Just like copyright pirates keep finding ways to get around new piracy-blocking technology, and hackers keep coming up with ways to access networks even after administrators have patched all the known holes.
