Police: Taser use is “not one of the unanswered questions” surrounding the case

You couldn’t make it up if you tried. Police in Ozark, Missouri repeatedly tased a critically injured sixteen year old boy after he “refused to comply with the officers”.
The cops were called to investigate reports of a boy walking along a busy overpass, but when they got there they found young Mace Hutchinson had fallen 30 ft to the ground below, breaking his back and and foot in the process.
When he did not co-operate with the cops they pulled out their stun guns and fired them into his body, shocking him up to nineteen times with 50,000 volts.
According to the boy’s father, the actions of the police caused an elevated white blood cell count leading Mace to develop a fever that delayed vital surgery by two days.
Ozark Police Capt. Thomas Rousset tried to condone the use of the taser in comments to the media:
“He refused to comply with the officers and so the officers had to deploy their Tasers in order to subdue him. He is making incoherent statements; he’s also making statements such as, ‘Shoot cops, kill cops,’ things like that. So there was cause for concern to the officers.”

The idea that a boy with a broken back would need to be “subdued” by a team of cops is not patently ludicrous but also smacks of a desperate attempt to cover up the true events in this case.
This is a perfect example of how it has become the norm for cops to react with extreme physical force towards anyone who acts out of the ordinary in any way whatsoever.
We have previously carried reports of police tasing an already restrained disabled man, a 6-year-old boy who was wielding a piece of glass and a woman having diabetic seizure to name but a few, but this case trumps them all.
This behaviour is not limited to cops in the U.S. either, last November a man who slipped into a diabetic coma on the top deck of a bus in Leeds, England described how he was used for electric stun gun “target practice” after he “failed to respond to instructions” and police “mistook him for a suicide bomber”.
Tasers are supposed to be the last response before lethal action, yet police now use the taser as if it is a pair of handcuffs or pepper spray. The latest figures show that over 300 people died in one year in admitted cases in the US alone from being tased.
Prominent heart doctors have declared that there is no doubt that Tasers can cause heart problems and even induce sudden and lethal cardiac arrest.
The UN’s Committee Against Torture issued a statement on the TaserX26, in November of last year which read: “The use of TaserX26 weapons, provoking extreme pain, constituted a form of torture, and that in certain cases it could also cause death, as shown by several reliable studies and by certain cases that had happened after practical use.”
Despite these facts, we see stories every week of old women, children and disabled people being shot with tasers. The weapons are even being used in schools.
The police are now trained that “pain compliance,” a euphemism for torture, is acceptable in apprehending anyone even if that person poses no physical danger.
The heart of the issue is that this was another act of wanton police brutality and torture by means of tasing.

Police Capt. Thomas Rousset sounds like he’s lying about the kid making threats! When cops are in the wrong, they will lie to make their case sound better. I’m surprised they didn’t plant a gun on the poor boy.

What idiots! This kid probably had a closed head injury as a result of his fall and that causes people to become agitated and incoherent. Sometimes very hard to handle. They don’t know this about certain medical conditions and these are the people who are going to be drawing blood on the side of the road and are entrusted to deliver thousands of volts of electricity to individuals. This reminds me of the cops you tasered then SHOT and KILLED the guy who was in SHOCK because he was just BURNED severley after his car caught on fire. The cops said they feared him because he was BLEEDING. They tasered him because he refused to lay on the ground because his SKIN WAS BURNT OFF HIS BODY. Within 28 second of them arriving on the scene the guy was SHOT TO DEATH.

A police officer who cannot passively manage a 16 year old boy – in this case an incapacitated one – is not only unfit to serve the public in a ‘protect and serve’ capacity, but is ultimately a threat to the general public safety via an inability to de-escalate a situation. If the standard blanket protocol for a supposedly trained officer in all instances has become ‘incapacitate – incarcerate – excuse’, then we are left with a police force that is both incapable of adapting to critical situations, and one that blindly attacks everything that moves in a desperate semblance of ‘defense’. Constitutionally, strategically, and morally we must demand more from these individuals, period.

I know guys who were one-inch under the minimum height requirement before the set-asides, affirmative actions, and the lowering of the required physical fitness test scores for women. These guys were as tough as nails and had attempted to get on with the Fire or Police Department for years. Some of these guys had volunteered and/or worked as reserve firefighters, paramedics or Police Officers forever…but they could NOT grow that extra inch!! I knew a few of them (damn few!) who had some serious Martial Arts training and they COULD neutralize a combative suspect or patient using quite acceptable wrist-locks and restraining techniques because THEY had the strength and skill, but eventually these guys just gave up their dream as their entire adult work history was passing them by! Then society, of course, began hiring women who were WAY under the height requirement, but these guys who had been passed over for so long were NOW above the maximum AGE requirement and they NOW needed way too many points on the written as well as the oral exam because they were white males. This was unjust, as usual…but that is ONE of the major politically incorrect reasons why they have to use tasers so often. Someone needs to apologize to a few of these Men! These cops depend on their Firearms, Batons and Tasers partly because most of them have been too lazy to acquire any REAL skills, and/or they have to shore-up the other weak link which may be their partner!

This is what happens when you allow retarded individuals 2 become cops. I spent 8 years in the ARMY as a cop and I can tell you all that the angry, limited mind is drawn towards police work. Its as if they are the people that were picked on as kids or abused by others and once they become law enforcement they want everyone 2 pay for what was done 2 them before their new appointment. There are only about 5% of police that actually take the work seriously and do the job properly. And it is a damn shame when your patrol partner is a criminal and you know you will eventually have to deal with him and his anger.
I have personally witnessed many such abuses and do indeed feel for the public sector when they must face this type of abuse. I do not believe that it will get any better either as more and more abusive cops are promoted into supervisory positions. The only thing I would state in closing is know that not all cops are bad people. However never forget this….. When your confronted by a cop, just follow orders, do not argue nor offer ANY INFORMATION such as elaborating 2 attempt 2 make your point, and without pissing them off-KEEP YOUR MOUTH SHUT AS MUCH AS POSSIBLE.
From the moment that you are engaged by a cop they are recording everything you are saying and building a case AGAINST YOU! Keep your wits about yourself, comply with all commands, be polite and get an attorney as soon as possible. If you give them a reason 2 abuse you they will and they will get away with it, even if they must lie. Its their world you are in when they are confronting you so make your lawyers job easier by complying and behaving.

Well lets back up a second, cause if it was a citizen who assaualted another an arrest would have been made,,,,, and you know the rest. So, what you will not see, is another Officer higher up in another County or Federal Marshall coming in and saying “you are under arrest”…., and you will not see their NAMES in the News.

@ Sheep vs Wolf: It does not matter. This kid is a citizen that is supposed 2 be protected by laws set in place that define “reasonable force”. Now, that is a debatable issue however ANY cop worth his/her salt could assess an incapacitated individual and realize that drugs or not, he was not getting up least of which that he was NOT A THREAT! Threat assessment is THE issue! What we have here is a clear case of angry, petty, feeble cops that do not “like” hearing threats. Fuck them! When an old, drunk called me a “pig” and a “cock-sucker” from his wheelchair I never construed it as a reasonable threat from a possible assailant. This is an unfortunate, yet common incident due 2 that fact that most cops are retarded and thats an easy crowd 2 control for their supervisors.

This absolutely un-American weasel is making excuses for the bullies with the taser guns, making it sound like “it was for his own good, to keep him away from the traffic on the highway” HE is a liar and sub-human. He and the officers who perpetrated this CRIME, should be stripped of their jobs, any and all benefits they may have accrued, and NEVER be allowed to serve in any city, state or federal job EVER AGAIN. Cops are generally useless. I grew up in L.A., and the one time we needed cops was during the Rodney King Riots. I recall having to patrol my block with neighbors – all of us thankfully well-armed. The LAPD, however, stayed put in their police stations while the city burned.
Another example of useless cops – the Virginia Tech massacre. A bunch of cops were photographed literally cowering behind trees and boulders while a lone shooter was systematically slaughtering people who desperately needed help. Yeah, cops are generally useless. Cowards, mostly, little men with small ***** trying to compensate by wearing a uniform.
But as I got older, I tolerated them. What’s the harm?
Then in the last decade the cops got nasty – there suddenly were more of them, the city’s crawling with cops, and just more thuggish. Violent. And increasingly shielded from any accountability.
The useless fools I tolerated before have morphed into purveyors of suffering, torture and oppression.
We need to cull the ranks of police departments and purge them further until we keep only those cops who understand in their hearts that their first duty is to serve and protect. Bring back Adam-12!
Then the cops can go back to being useless again.

This is very sad. Remember these are only the stories you are hearing about. There are numerous others that you don’t hear about. I can’t believe this is happening in this once a great country we had. I guess the Total Police State is in full affect. Very Very sad. My heart goes out to that young adult and to his families. If any cop is reading this maybe this gives reason why people are now starting to fight back and don’t like you anymore. Remember SERVE and PROTECT. The new National Police motto should be ABUSE and TORTURE because that is exactly what is happening. I never acted like this as former Military Police. I always respected people and honestly tried to help during my years in service.This is the main reason I got out. The “system” is designed to brainwash these new cops to behave in this manner Worldwide(NWO). It is very sad to hear these stories.

Unfortunately, I’ve had more than my share of police brutality on the streets of America. Let there be no doubt, fascism is on the rise , done covertly, and nearly always covered up by the vicious status quo powers that be. People on the roads or travelling (God help a young rabble-rousing punk or transient cruising the streets at night) are susceptible to sadistic creeps wielding too much power- I’m convinced the cops are used to exterminate undesirables (drug addicts, prostitutes , the poor, etc.).. I’ve lived to see this first hand in America. It’s unbelievable!!

So to not allow this (/or…) to happen to you by standing up for your rights- especially during a “routine” traffic stop when no crime or unlawful act had been committed, even small simple acts, might spark the fuse on a very powerful message!

Considering nobody saw how the boy got from the overpass to the ground below–and this was such obvious overkill with the taser use–I have to admit that I wouldn’t be at all surprised if on further investigation we learn that he was tased by the cops ON the overpass which CAUSED the fall. The subsequent multiple shocks could have been in an attempt to hide any indication of this.
I’d like to know if there were more contact points on the boys body than there should have been based on the “official story”.

Years ago I used to go to Mexico a lot and everybody always told me to watch out for bandits. Now here in the United States when I leave the house to go do anywhere, my wife says watch out for cops. IN fact that’s what most says in the united States. If they say anything at all. Its always watch out for cops. I have never had anybody to tell me to watch out for bandits. The cops are the bandits. I have been had shotguns and pistols pulled on me and been threatened to be beat up and threatened to be shot and it has always been cops that has threatened me. I am not scared to go anywhere where there is no cops. It’s places that has lots of cops I’m scared to go. There are few places anyone can go now days where there is no cops, but it would be safer anywhere without cops. There is surely some good cops somewhere, but I have never seen. Even the cops thatI have seen that think they are good cop are bad cops. I have never seen any cops yet that know the what the laws really are. The Federal Constitution is the supreme law of the land, but I have never seen a cop that knowa that, even though they are supposed to take an oath to support and protect the constitution. I used to be a cop and I didn’t like cops then. They were all trigger happy. I have heard several cops say they would like to shoot somebody just to see what it was like. Most cops should be in jail. All the cops I use to work with had the mentality that its us (cops) against them (Citizens. Cops don’t realize that cops are public servants and the private citizens are their masters. Cops refer to themselves as officers and private citizens ascivillians as if thecops are in the military. Most police departments even give their cops military rank such as seargent or captain. I suppose everone reading this can tell that I don’t like cops. But I have very good reason. Cops now days are more like Hitler’s gestapo police in nazi germany. If hope some cops are reading.

Just speculating, was this kid stopped on the bridge? or did the police respond to the scene after he fell, ponder this, if he had fallen from the bridge before the police were on scene, wouldn’t someone had stopped??????? wouldn’t there be a 911 call record of someone reporting a body falling from the bridge or laying on the side of the road??????? From what has been reported as facts, I tend to think that he was stopped on the bridge by no less than two police cars, he was harassed for ID and information, like any teenager he probably lipped off sending the LORDS into a TIZZY initiating their programed response to pull their tazer sending the teen into uncontrolled muscle contraction thus causing him to fall from the bridge.

Cops are always ready to call people cowards. They don’t know what the word means. Cops are the biggest cowards I have ever seen. Sometimes they send for 30 or 40 cops just to go arrest 1 old helpless man. look at the case in Arkansas where a 61 year old man was charged with no permit to own a legal gun and The FBI, ATF, Sheriff and deputies and the city police dept. all went to his house and broke his door down and scared the hell out of his wife and daughter. They were a bunch of cowards. Besides that, they terrorized these people. The cops are the terrorist. It’s about time that these cops got a taste of their own medicine. They are just a bunch of sorry low-life, cowardly, no good, lazy, jack-boot thugs. There is not a word in the English language bad enough to say about cops. I will end this with a bit of humor. Why do they bury cops 12 feet deep? Because deep down they are pretty good boys.

Hey Publius, I can offer a correction to your post, although we are generally in agreement. I worked 72-hours straight during the L.A. Riots with the LAFD. The LAPD (and many other mutual-aid cop departments) weren’t in their stations, but rather they were assigned to fire department escort/protection. We had escorts in front and behind our apparatus on every response because we were under fire and attack from the public when we tried to put out fires. It was crazy. Kudos to you for defending your neighborhood. BTW, have you noticed that the mean height of an LAPD cop is about 5′2″ these days? Their baton practicaly drags on the ground when they walk. Without a sidearm and a Taser, they’re about as intimidating as a box of kittens.

The argument for stun guns, that they give cops another choice for subduing violent offenders instead of killing them, would be valid if cops were humanitarians genuinely concerned with “protecting and serving.”
Unfortunately, the cop profession is a haven for sadistic, insecure, violent thugs who become cops precisely so they can “kick some ass.” (yes I’ve heard cops say this)

There should be complete outrage over this. There is simply not a single excuse that justifies these men. It is a clear cut case of torture, just plain cruel with full intent to cause more pain to an already suffering child. The boy was in his right mind, no drugs, no alcohol… the possibility that he ever would have added salt to his own wounds by taunting police is extremely remote… but even if he had, what threat was a boy with a broken back and multiple other injuries? He wasn’t armed with anything, it’s a crime for men to beat their wives for nagging, for women to shoot their husbands for complaining, for people to abuse their children not matter how much they test patience isn’t it? How do they justify this,? There is none. I hope this boy recovers and is able to give his side of the story very soon… but even if he did not say a peep these thugs have nailed themselves. “No excuse” none, zip, zero, zilch.

in the town where i live whenever some mishap say(and this is a true story unfortunatly) a 16 year old child is run over and killed by a pig car on his way to a call at 11 pm he did not have sierns on she was just walking across the street and bam this nazi hits her the head nazi tells them its o.k because the autopsy report said that with all the drugs in her system she would have been dead by the morning any way if this is what they need to tell themselves to ease their consience whatever the local paper always demonize the victims in these cases long story

Failure to prove to the IRS that you are innocent lands you in jail. Our tax dollars have provided video-cams with audio capabilities for these Police Officers and when something like this happens, the same situation that we have to face with the IRS should apply to them! We are not talking about a suspension WITH pay (what’s not to like about that?) but a hefty fine and a jail term after being fired. We haven’t heard the whole story here by any means, but the Police have the ability (and the funds) to document their actions and they arrest us when we try to do it for them…Hell, people are being arrested for filming or taking pictures on public streets when the cops are NOT lighting someone up—they are just tourists or some film crew doing a documentary that the cops don’t like.

Child: Just walking to my grandmothers house, she lives over there.(The child points in the east direction)

As a retired Police Dept. Lieutenant with 27 years of law enforcement experience, I can attest to the fact that there is no need for tasers, pepper spray or any such additional weaponry. The police have a loaded gun and a billy club. Is there any need for more? The only reason for tasers is that the Police State of Homeland Security requires that the Police are feared, feared, and feared. They (the perpetrators of the Police State.) want the inquisition mentality all over again. It’s history repeating itself. You are to fear the authority of the state and tasers are part of the torture symbolic weaponry to follow the absolute orders of the state. I rest my case.

In April, 2008, a N.C. highway patrolman was recorded (by another officer via camera) hanging his K9 by the neck, fully suspendeding it and repeatedly kicking it with his jack-booted thug feet. The officer was reported with this graphic evidence that could not be denied. Governor Easley viewed the recording, and demanded the termination of this officer. he was fired. The dog was one of the most loyal, intelligent breeds in the world, a German Shepherd. Guess what– after the slimeball took his case to court, some bone head judge ruled in favor of the patrolman and ordered that he be returned to full duty with back pay. All I can say is, the patrolman that reported and recorded the psycho officer evidently wasn’t a Mason. Most all police officers are Masons as are judges and so forth. All you have to do is find a Masonic medallion and glue it on the back of your ride and the Po Po will let you slide. 5 pointed/6 pointed star= Synagogue of Satan.

Unfortunately, I think a lot of people are missing the point here…The question now is not whether the police brutally abused this boy, and blatantly lied about it…I have NO DOUBT the police behaved like savages and are lying through their teeth! The more disturbing element of this story – and indeed, nearly all of the stories of increasingly violent police taser use – is the fact that the police DON’T CARE WHAT YOU/WE THINK; They are a law unto themselves, with no concerns about being called to account for their bestial behaviour! Their attitude is: “We do what we want, whenever and however we want, and there’s fuck all you can do about it…submit or die!”

The cops (jack bootthugs)were to blame, either way the story goes. If he had already fallen off the bridge, they should have called an ambulance first and never used their stun guns. But if he had not already fallen off the bridge that means the thugs tasered him first and caused him to fall off the bridge. Cops are just no good. if we had any justice in our so-called justice system. The best t hing to do with cops would be to send them to prison and make sure all the inmates knows they are cops. If the cop is a good boy, he just might make it out alive. I as a father, would kill anyone that would hurt/abuse my son or daughter, when in such situation–broken backm, ort any case of abuse/excess of force…. Dont care about FBI, NSA, CIA, but would make anyone involved and in cooperation with these pigs…… Personally, I already beat the crap of a “”mucho macho”" traffic cop that. By the way, got his gun, wallet, and he did not had time to even call for back up. Guess after three years of that incident, he must have changed a bit. In other words self defense!

This just sickens me. Don’t police receive any training in discerning medical issues from criminal issues?
I know police often face danger and I want them all to be safe but this type of stuff, if true, is just beyond the realm of acceptable police work.
I pray they get retraining and I pray that that boy is alright.

I do not believe in Killing anyone or anything. But if I must kill someone in self defense this boy deserves to be be able to defend himself lets say do the same thing to the cops who tortured him exactly the same. Freedom of speech “kill cops” is freedom of speech not necessarily meaning anything the young helpless man had no weapons to defend himself. Now if we are going to fight for our lives we should also have weapons and should be able to protect ourselves from anyone who attacked up breaks our back and pushes us overboard. ONE of this days we the people will rice up and stand for what we believe but must first stop to be ” afraid” to be truly free. OMFG…. That is unbelievable…. or at least it should be. A couple years ago, my cousin was arrested for “disorderly conduct” In truth he was doing nothing wrong, he was just walking down the street with his dog. The sat him in the back of the car, drove a few blocks and then opened the back door, where he sat, handcuffed, not arguing, and they tased him. He was hospitalized for about four days and the cops were suspended, but with pay. None of them lost their jobs because they claimed that my cousin was taking his dog to a dog fight. (His dog was not a dog but a puppy, and it was a labrador) They also claimed he tried to kick the window out, yet did not charge for any damages. The government gives cops too much power and allow anybody to become a cop. It’s wrong. I hope this boy will be ok and I hope he and his family sues the entire police department for every penny they own.

I am a 40 year old man. Ex criminal and ex Military. As the tools for cops keep advancing, their mind set seems to be moving away from good old “protect and serve” to get em first then see what’s wrong. Half the cops in the USA are ex military have 2 years of community collage PE, and no social skills to speak of. Why is it we cant seem to train our own on how to assess a scene before they need to try to kill someone.
