I don’t think anyone has the complete story on exactly what chemtrails are. I don’t doubt that weather modification is a part of it, but take your pick on the rest. There’s almost certainly a biological component to some of the spraying. There could also be some kind of scalar weapon application involving HAARP.
My guess is that the CFR came out with the relatively innocuous sounding weather modification stuff in order to take some of the focus away from the other questions. Even so, I find it extraordinary to see these words in a CFR document.

Geoengineering Strategies
Among all geoengineering schemes, those currently considered most feasible involve increasing the planetary albedo, that is, reflecting more sunlight back into space before it can be absorbed. There are a number of different methods that could be used to increase the planet’s reflectivity:
1. Add more small reflecting particles in the upper part of the atmosphere (the stratosphere which is located between 15 and 50 kilometers above the Earth’s surface).
2. Add more clouds in the lower part of the atmosphere (the troposphere)
3. Place various kinds of reflecting objects in space either near the earth or at a stable location between the earth and the sun.
4. Change large portions of the planet’s land cover from things that are dark (absorbing) such as trees to things that are light (reflecting) such as open snowcover or grasses.

Stratospheric Aerosols that might be engineered to migrate to particular regions (e.g. over the arctic) or to rise above the stratospher (so as not to interfere in stratospheric chemistry).
Adding more of the right kind of fine particles to the stratosphere can increase the amount of sunlight that is reflected back into space.
Applied to geoengineering, various technologies could be used to loft particles into the stratosphere, such as naval guns, rockets, hot air balloons or blimps, or a fleet of highflying aircraft. Potential types of particles for injection include sulfur dioxide, aluminum oxide dust or even designer self-levitating aerosols

As for the HAARP, mind control, mood control, EMP enhancement and so on. Hard to prove, but easy to believe the NWO monsters would want it, and work to get it developed.
Chemtrails are also a forbidden subject at many so called progressive blogs and sites, where on might think a discussion of this would be encouraged. Dirty fake progressive sites like Huffpo, at-Largely, The Nation and Kos all ban comments for mentioning Chemtrails.

BBC ‘Tomorrow’s World’ talked about this idea back in the early 1980’s. The researchers suggesting filling the stratosphere with sulphur dioxide to block the sunlight. This would reduce global warming with the slight side effect of turning the sky white instead of blue.

How come “chemtrail” believers never actually come to grips with the reality that “normal” contrails can and do persist…and spread out in a white haze of cirrus clouds…and have done so ever since planes have flown high enough…and there is over 40 years of scientific research to prove this…as well as photo evidence…?? How come?
The belief that any contrail that persists is by definition a “chemtrail” is completely and utterly wrong…and thus is fear based on ignorance…is that any way to live??
Every single visible behavior of supposed “chemtrails” is a known behavior of contrails…So, how can you look up and claim you see a “chemtrail”? It is delusional at best, illogical and fear-mongering at worst. Anybody know what a supersaturated persistent contrail is?? Anyone?? Buelller??
Even IF there are “chemtrails” you CANNOT tell just by looking at a persistent contrail. It is simply impossible given the known behavior of contrails…There are literally hundreds of papers by atmospheric scientists from around the World who have studied these contrails over the last 40+ years…Why don’t the likes of Will Thomas and Cliffy Carnyicom ever deal with this reality?? Why do believers keep their head in the sand about this??
Contrail gaps, “patterns”, spreading, fall streaks, bows, sundogs etc….its all known behavior of normal aircraft travel…and thus looking up and claiming you see a “chemtrail” only exposes your ignorance. Try again. Don’t take my word for it- do the research YOURSELF…

When I see a contrail coming from an engine, as you say, there is no reason to assume this is a “chemtrail.” However, when I can clearly see it is NOT coming from the engine, but rather is coming from the tail section of the plane, this is a clue it’s NOT a normal contrail. That’s just common sense.
