Actually the photo shows that only a few areas of the left face is blurred due to motion. the right shadow extends to the right because he is leaning away from the wall casting a bigger shadow. I very much doubt this is a manipulated photo. If it is manipulated then it is a good job because the contrast and pixels match resolution.
