    “With the economy in bad shape and the possibility of a deep recession looming, the Environmental Protection Agency is proposing to levy new taxes—on cows and pigs,” American Farm Bureau Federation Director of Regulatory Relations Rick Krause told Wyoming Farm Bureau members at their annual meeting. Krause spoke in Sheridan on Nov. 7.

    “This is no laughing matter,” Krause said. “The cow tax and the pig tax are parts of a larger scheme by the Environmental Protection Agency (EPA) to regulate greenhouse gases under the Clean Air Act.”

    “Under the proposal, if a state charged the “presumptive minimum rate” from the EPA, the cow tax would be $175 per dairy cow, $87.50 per head for beef cattle and a little more than $20 per pig,” Krause explained.

    Krause explained that the U.S. Department of Agriculture says that a producer with more than 25 dairy cows, 50 beef cattle or 200 hogs would emit more than 100 tons of carbon and be subject to the permitting requirements. “These thresholds would impact 99 percent of dairy producers, over 90 percent of beef producers and 95 percent of hog producers in the United States,” Krause stated.

    According to Krause, the EPA has issued an Advanced Notice of Proposed Rulemaking in preparation to regulate automobile greenhouse gas emissions under the Clean Air Act (CAA). “The regulation of automobile emissions automatically initiates other provisions of the CAA,” Krause explained. “One of those provisions requires permits from anyone who emits more than 100 tons of a regulated pollutant per year and there are millions of sources that emit more than 100 tons of carbon.”

    The Title V permits, that are essentially a cow and pig tax, are supposed to contain provisions designed to reduce or eliminate the emissions of the regulated pollutant. “Cows and pigs methane emissions come from natural and biological processes,” Krause stated.

    “The economic costs to producers from the cow and pig tax would be great and could cause the cost of beef, pork and dairy prices to rise,” Krause continued. “The cow and pig tax would impose severe penalties on livestock producers in the United States without effectively reducing greenhouse gas levels in the atmosphere.”

    In other national issues, Krause addressed endangered species issues, including the wolf.

    “I remember back in 1993 we were talking about how they will continue to change the numbers of wolves required,” Krause said. “Unfortunately, our assumption was accurate and even though there are five times more packs than needed for recovery, it has come down to a federal judge in Montana.”

    “They are arguing there is no genetic exchange,” He said. “Well, the whole reason in the first place they were introduced is because they could not get here on their own. How are you going to have genetic interchange?”

    “So what are we going to expect from the Endangered Species Act in the next four years?” Krause asked. “While only time will tell, we can expect no amendments to the ESA as those who are opposed to common sense management will work to keep it as is.”

      how does money changing hands from one person (the citizen slave) to the state( master of citizens) change methane emissions? So our federal Nazi’s are demanding we pay them for the of owning our own livestock.       This is why REAL farmers should not cooperate with the government in regards to filing out tax census papers, implanting RFID tags, or anything else like that.

      In the future, untagged livestock will only be able to be sold “black market”. Tagging will be the way they determine how many cattle or hogs you have for tax purposes on the larger farms.

      The bigger the farm and the more gullible the farmer, the easier it will be for them to implement such robbery.

      In Calhoun County WV we already are “required” to pay head tax on goats and sheep, as well as the usual dog tax. Somewhere along the line they simply slid that into the tax laws? I guess so, because for years it was not there and all of a sudden it was…

      Farmers, real ones and not agribusiness men, know what to do. The Amish are standing up to the RFID. Smaller farmers are NOT reporting livestock and not tagging.

      Paying someone money does not make any less methane. Last time I checked, methane could be used as a fuel? Anyone ever hear of methane generators? I have an acquaintance who got a government grant years ago to BUILD one…

      So, they give you money to build a methane generator and then when you have one they make you pay to use it? Come on….

      And how is this tax going to reduce so-called greenhouse gases anyway? The only thing I see being reduced is American agricultural competitiveness.

I am somewhat of a left libertarian with views very similar to Proudhan at least in regards to land ownership.Actualy I have no problem with exclusive land ownership as long as everyone ,including the very poor, are alloted a fair share of land that is suitable as living space and some sort of self sustaining activity. I like you and Proudhon believe that this planet exists for the good of all its inhabitants,and has been given to us by a force beyond ourselves for free.I do not know anyone who paid or earned the right to be born and live upon this earth,but yet we were born here,so surely we do have a right to live and thrive upon this planet without paying another human being !

      Now when it comes to matters of land use or regulation ,I am not quite so liberal.The fact of the matter is that we do have one planet to share,and if any portion of the earth is truly harmed in some way we are all effected. I have noticed that many consevitives are opposed to land use regulations,but are readily in favor of laws which regulate the things a person does with their own body ! They just do not understand that while we share the same planet,no one has to share the same body ”unless we are talking about co-joined twins ”!

They did NOTHING to stop where that Bone was being used for. It went into Pharmacueticals. CapsulGel or Fiser Company, received the Gelatin, Unknowing that There Product which went into making pharmacueticals was processed with the Mad Cow Brought over to the United States back in 2001. The Topic i highlighted at top, is an explanation why i lost my Job of over 16 years, and what this animal bone and the process rendered back into our Food Chain. The Company back then was Knox Gelatin of Sgt. Bluff, Iowa. They have changed names again since then. Those Pharmacuetical companys have no idea that animal bone was used in there Processes. So yes, they push things through only if it benefits them and its usually on a financial note!

      How else do you all propose that you counter the carbon emissions your livestock produce? I understand your concern that this will crush small farmers… but how else do factory farmers pay the toll they have created on the environment?

      With 18% of global warming coming from your livelihood, what measures are you taking to reduce these numbers?

      What alternatives do you suggest?

      Wow, I just have to comment on how ignorant a lot of you are being (except for Susanne.) Do none of you realize why they are doing it?

      Cows and livestock in general are a huge cause of global warming. They produce an estimated 15% of methane emissions if not more!

      The whole point of the tax is to encourage farmers to raise less of these animals so that less methane is being produced from them.

      What are the alternatives? Well they can try to come up with a more digestible diet for livestock so they don’t produce as much methane, but how realistic is that? That too would cost a lot of money, and I doubt that anyone will put the effort into it. The only other way would be to quit eating meat. Simple. Then farmers will be forced to raise less cattle. But that too is unrealistic because americans are so obessed with their meat they just can’t part with it!

      Trust me, I love meat just as much as the next gal, so I don’t necesarily want it to come to that! In fact that way would be even worse for farmers and the economy. So if you can come up with a better plan go right ahead and propose it instead of bashing a tax meant to help our world.

      Believe it or not but global warming is not science fiction; there is so much proof out there that it exists; and if you know that global warming exists and what the expected effects are, there is no way that you would be bashing this bill right now, you would be supporting it.
