Defense Department Announces Civilian Expeditionary Workforce
Obama’s promise of a civilian security force is set in motion

The Defense Department has established a “civilian expeditionary workforce” that will see American civilians trained and equipped to deploy overseas in support of worldwide military missions.
The move is seen by some as an initial step towards fulfilling President Obama’s promise to form a civilian national security force as powerful as the U.S. military.
The intent of the program “is to maximize the use of the civilian workforce to allow military personnel to be fully utilized for operational requirements,” according to a Defense Department report.
The program was officially implemented one week ago, on the 23rd January, when Deputy Defense Secretary Gordon England signed Defense Department Directive 1404.10 (PDF), which provides a summation of the duties the workforce will undertake.
The directive, which is effective immediately, states that civilian employees of the DoD will be asked to sign agreements stating that they will deploy in support of military missions for up to two years if needed.
Workforce members, who are divided into different designations under the directive, will serve overseas in support of humanitarian, reconstruction and, if necessary, combat-support missions.
“If the employee does not wish to deploy, every effort will be made to reassign the employee to a nondeploying position.” the DoD report states.
While the directive suggests that the DoD will at first seek volunteers to serve in the civilian workforce, section 4, subsection (e) paragraph (2) states:
Management retains the authority to direct and assign civilian employees, either voluntarily, involuntarily, or on an unexpected basis to accomplish the DoD mission.
In addition, the directive states that all workforce members will be subject to physical and psychological testing, both before and after deployment.
The directive refers several times to the civilian workforce as a component of the “Total Force”, which it describes as “The organizations, units, and individuals that compromise the DoD resources for implementing the National Security Strategy.” This “Total Force” includes active, reserve and retired military personnel in addition to DoD civilian employees.

Back in July 2008, Barack Obama, then the presidential front runner, called for a “civilian national security force” as powerful as the U.S. military.
“We cannot continue to rely on our military in order to achieve the national security objectives we’ve set. We’ve got to have a civilian national security force that’s just as powerful, just as strong, just as well-funded,” Obama told a Colorado Springs audience.
The comments that were ignored by the vast majority of the corporate media but compared by independent journalists to the formation of the Nazi Hitler Youth.
Fears of “youth brigades” or civilian stasi style units increased following Obama’s appointment of Rahm Emanuel to chief-of staff.
In his book, “The Plan: Big Ideas for America,” Emanuel writes: “It’s time for a real Patriot Act that brings out the patriot in all of us. We propose universal civilian service for every young American. Under this plan, all Americans between the ages of 18 and 25 will be asked to serve their country by going through three months of basic training, civil defense preparation and community service.”
The book also notes, “Some Republicans will squeal about individual freedom, ruling out any likelihood that they would let people opt out of universal citizen service.”
Emanuel is also an enthusiastic supporter of the United States Public Service Academy Act, a lobbying group founded in 2006 in order to promote the foundation of an American public service academy modeled on the military academies – a youth corps whose students would be trained in “civilian internship in the armed forces”.
Furthermore, in a rediscovered 2006 audio clip of an interview with Ben Smith of the New York Daily News, Emanuel outlined the agenda for compulsory military-style training, essentially a domestic draft, aimed at preparing Americans for a chemical or biological terrorist attack.
When controversy arose over the program last November, the use of the word “required” to describe the program was removed from Obama’s change.gov website and replaced with “community service” type terminology.
Though the civilian expeditionary workforce program is restricted to DoD employees, similar programs have already been established for public sector workers.
One such program has seen hundreds of police, firefighters, paramedics and utility workers recently trained and dispatched as “Terrorism Liaison Officers” in Colorado, Arizona and California to watch for “suspicious activity” which is later fed into a secret government database.

Not sure if this will be the right direction or not. If this workforce is a culmination of those normally contracted out 3rd party, then i can see a logic behind it. As it stands right now, contractors in the war zone are often more of a liability than any real help and are usually paid insane amounts to complete their jobs. Blackwater types aside.

The USA has led the charge to worsened exploitation & war for many decades now, in the USA exploitation has always been much worse then Holland. We are not ahead of you in terms of people suffering, at least not in Holland (what do I have to do with other European countries as a Dutchman ? I had to tell her that even the most loyal friendship has its boundaries when it comes to standing by one’s principles, and that I would definitely NOT send any type of propaganda across the ocean or elsewhere.
Don’t get me wrong, following a leader who’s worth it is one thing, following one that doesn’t work on the population’s behalf quite another.
Just look around you, with the loss of jobs in the country at the rate it is happening now, there’s only one thing left to do, what ‘they’ want people to do: Join the military and/or any other form of government employment.
This is a good way to wield control over the slaves, isn’t it?
Also, with more and more people dying because of ‘deployment’ it serves the depopulation agenda.

sorry about the multiple posts, this site is all buggy today, i think there is a bit of government cyber intervention messing up their server, they are probably intercepting internet communications as the go to and exit prisonplanet, for those of you who don’t understand how the internet works, it’s much like a car that leaves point A to go to point B. What is the definition of civilians, then? The US professors using their jobs for the cover of their CIA agents identities had been caught in Iran for what they are doing for covert operations.
How these civilians are categorized? Are they really civilians while they help military?
In Japan, Tokyo and major cities were bombed and civilians were killed. During WWII under the totalitarian rule of Hideki Tojo, there was no choice for Japanese but to support the country. Kids and young people were forced to work in factories building weapons and other materials required for the war. When these factories were bombed, was the US just killed common citizens?
I think the decision of making entire citizen population to work for military may bring the United States unknown danger. Although the national draft permits people not to join military because of their beliefs like based on religion, forcing the entire population could be a bad thing.
I would add one thing; the country with no intention to break out war nor involved in war should be an exception. Such a country has no desire to put its citizen in danger by supporting military. That is the difference of the United States and Switzerland.

Faye, your comment is spot on. The current unemployment situation is just the begining. When everybody is out of job they will be more willing to join the “civilian” military. The government will ship their drones elsewhere while they poison the rest of us. I see the dumbing down of young Americans, most of them are straight up dumb-asses. That played right into Obama’s plan, hit TV hard with adds and win the election, all about campaign money. They all think Obama is great, they will soon see the truth. I see the chemtrails in the sky, I have been aware of them for years, don’t bother talking to anybody abuout though, they will think you are a wacko. I see our drinking water being poisoned by jet fuel (look it up) but the EPA will do nothing about it. I see the food products from China tainted with melamine. What about China owning most of the prime real estate in America? What is going to happen when the want thier money back?
Hard times are ahead of us. Investments for 2009 (for me anyway) will be gold and silver bullion, 3 or 4 guns, lots of ammo and MREs. Get a few of these things before the government makes it illegal or impossible to obtain.

My husband works for D.o.D. and needless to say, I was quite upset when I saw this- I’ve been telling him for months that this is the kind of thing we were coming to. He hates that I frequent these types of boards but, as I told him, I’d rather know what’s coming and see it sneaking up on me, than for it to creep up from behind and knock me out without warning. The sad part is that they don’t say on the D.o.D. website WHAT positions will be designated EE (able to be deployed) but since they are going to be screening people’s qualifications, there is a safe assumption that his may be one (he’s a former MP for the AF and for his security position they regularly are on the range and doing PT tests). He’s already given 10 yrs to the military, and now we have to worry that he may be FORCED to have to give them more time or lose his job if he doesn’t want to sign this agreement. We used to joke about the movie “Equilibrium” and being a cleric versus a revolutionary- I think right about now he’s regretting his “I’d rather be Cleric” statements, because this is going to be pretty much “be down with the plan or take your chances in this economy and lose everything”. ANOTHER step towards a society devoid of choice, freedom, and liberty…

Um. I spent a year in Greece, and have traveled extensively in Europe. EVERY youth is required to serve for a brief training period in the military. They’ve been doing it for DECADES. The last time I looked, these countries have not turned into Nazi Germany. It’s a standard practice there, and there’s nothing wrong with it. You can opt out of you want to, and do humanitarian work instead for the same period of time.
I think Alex Jones is a hero for a lot of what he tries to get into the open, but come on. This is ridiculous. There’s being aware of legitimate issues, and then there’s simply being a paranoid alarmist.
