  • Hillary Clinton says ABM system hinges on Iran’s actions

    U.S. Secretary of State Hillary Clinton said Tuesday the Obama administration might reconsider its plans to deploy an ABM system in Eastern Europe – if Iran agrees to compromise on its nuclear program.

    Clinton made her statement in Washington after talks with Karl Swartzenberg, the Foreign Minister of Czech Republic, which is currently presiding over the Coucil of the European Union until July 1 of this year.

    Some analysts are interpreting the statement as a clear signal to Russia to impose tougher sanctions on Iran.

    Clinton included another hurdle that the ABM system must clear: it must work. The secretary of state said the radar in the Czech Republic and ABM interceptor missiles in Poland will be deployed only if their effectiveness and technical reliability are proven. This is a qualification that the former Bush administration tried to ignore.

    Moscow, perhaps in a goodwill gesture to the new U.S. administration, announced that it would refrain from deploying tactical missiles in the Kaliningrad region – a Russian enclave that is situated between Poland and Lithuania on the Baltic Sea – if the U.S. agrees not to deploy the ABM system, which Moscow views as a clear threat to its security.

    But now it appears that progress between Moscow and Washington might have hit a snag: The U.S. is blaming Moscow for Kyrgyzstan’s decision to close the Manas Air Base in the capital of Bishkek. The facility serves as a key supply corridor for US and NATO troops in Afghanistan.

    Now, there is talk in Moscow that the US might use the controversial ABM system as a bargaining chip with the Kremlin on issues involving Middle Eastern and Central Asian politics. Perhaps those fears are exaggerated.

    In a recent informal talk with reporters at the State Department, Clinton mentioned that now, with the new Obama administration, the Iranians have a clear opportunity to demonstrate their willingness to engage with the US. In a nutshell, it’s up to the Iranians to use this opportunity for dialogue or not.

    This is a new change of tone from the heated U.S. rhetoric of the past. And it was none other than Hillary Clinton who consistently stated over the last several years that Iran represents a danger to the U.S., as well as to Israel.

    “U.S. policy must be clear and unequivocal: We cannot, we should not, we must not permit Iran to build or acquire nuclear weapons,” the former Senator from New York told a crowd of Israeli supporters during her failed campaign for the U.S. presidency.

    Yet the new administration’s view on the ABM program in Eastern Europe remains clouded in ambiguity, which can be largely explained by US President Barack Obama’s heated objections to the missile system during his presidential campaign on the grounds of its unproven capabilities.

    Vice President Joseph Biden added, “We will continue to develop missile defenses to counter a growing Iranian capability, provided the technology is proven to work and cost effective.”

    This thorny issue places yet another big challenge on the plate of the American president, who is being critically watched in these early days of his presidency. Without a clear position on this controversial issue there cannot be much progress in U.S. relations with Russia, Iran, and America’s allies in Europe.

    Tehran has already said it is prepared to work with the new U.S. administration.

    “The new U.S. administration has announced that it wants to make a change and start a dialogue. It is quite clear that a real change should be fundamental and not tactical,” says Iranian president Mahmoud Ahmadinejad.

    It appears that Obama’s policy makers have found a way to kill two birds with one stone.

    The reaction in the two Eastern European countries is expected to be mixed.

    The politicians there have fought a hard battle to persuade its population that the system was necessary.

    The U.S. offered significant military and financial incentives in exchange for hosting the controversial project that could now be suspended.

    The North Atlantic Alliance may have been excited over the prospect, but its own ties with Russia cooled considerably as the plan unfolded.

    “Recently NATO has taken an active effort to restore relations with the Russian Federation. They are sending what they think are encouraging signals. They are not willing to apologize of course, but one could hardly expect that from them,” insists Russia’s envoy to NATO Dmitry Rogozin.

    The Russian Foreign Minister has in the past frequently clashed with his former U.S. counterpart Condoleezza Rice over the AMD plan.

    The tone of ties will be set when Sergey Lavrov meets Secretary Clinton in a few months’ time

      A attempted reenactment of the Kennedy action during the 60s? Since Russia is part of NATO now, who would America be looking to defend against a missile attack?

      Are you insane? Apart of NATO? They have a NATO-Russia council, that is it. NATO never listens to Russia and there only reason for existance was during the cold war, that’s why they never work well with Russia or their existance is questionable. As for the bulls--- over the missle shield and both sides pretending to show good will is rediculous. The Iskanders are a response to the shield, of course they’ll not deploy them if the shield isn’t deployed. US using it as a barganing chip makes more sense. They will gain ground in Eastern Europe or the Middle East. The new chief of the CIA also said Iran has no nuclear weapons program. So what is this s--- about? US government’s politics haven’t changed and they still have fantasies about ruling the world.

      Names dont replace facts. The CIA has also proven to be a reliable source like you.

      Being apart of NATO and working with them in a partnership are two different things. It doesn’t change the fact they are NOT apart of NATO!!! If Russia was apart of NATO, Russian weapon systems would be interchangeable with other NATO members. This council is only to give a formal voice for Russia, in which they rarely listen to. It is all formalities and no subantance for a Cold War security pact that is past its expiration date. You are just confused cooperation with being apart(which means being a member). No need in confusing Americans who already have a hard time finding information.

      She is a fool and obviously lacking Foreign Diplomatic skills. She just anounced to the world the same policies Bush had, of which the world is already tired. To focus on Iran proves there is no change in the Obama administration. Add to that Obama’s Paulson II recovery plan and US is in for big trouble. Hope for change only makes one feel good, but doesn’t bring about any concrete results. And making a bland comment about Russia living for black mail is like Americans live to eat MacDonald’s BigMac’s… Blackmail happens where ever there is mankind. I do agree about Hillary though. She is making a grievous error by opening her mouth.
