Martial Law Declared In Ukraine Over Mystery Epidemic
Arrest of objectors ordered as President says “We must change the entire system of government in Ukraine”

Ukrainian President Victor Yushchenko has all but declared martial law in the country as he announced yesterday that the National Security and Defense Council will become the supreme ruling authority in the wake of a mystery epidemic sweeping the country.
Yushchenko has made high ranking health ministers members of the NSDC, a government body consisting of the president himself, the chairman of parliament, the prime minister Yulia Tymoshenko (pictured), the head of the Security Service of Ukraine and other high ranking ministers.
Yushchenko told reporters Wednesday night that “the non-fulfillment of its decisions will be prosecuted,” adding “We need to change the system. We need to change the whole system of the state power organization in Ukraine. We have no time for remonstrance no time for waiting”.
The President reiterated his statements in an official address to the Ukrainian people yesterday, in which he states “Failure to comply with [NSDC] orders will immediately result in application to the law enforcement authorities.”
“I instruct the Government and the Ministry of Health to immediately start preventive and promotional work in areas where there is no epidemic, targeting primarily the special risk groups,“ the address reads.
The address also announced orders for the arrest of public health officials who have allowed public gatherings to continue and failed to ban the movement of people, calling it “a display of criminal irresponsibility”.
“I have addressed the Prosecutor General of Ukraine with the request to institute criminal charges of negligence committed by first of all the Chief Sanitary Inspector, Kyiv City Sanitarian and the officials, who, despite having daily information on the epidemic situation in the country, neglected it in pursuit of political dividends and ambition,“ the statement reads.
A further report from Interfax Ukrainia Agency says the Ukrainian Health Minister Wasilij Kniazevicz has asked the country’s top prosecutor to open criminal proceedings against those who are opposed to the implementation of the mass flu vaccination campaign.
Yushchenko’s address also issued a ban on all flu medicines not recognized by the Ukrainian government or by the World Health Organization:
“I demand the Government to immediately cancel the existing order of registration of medical supplies, including vaccines.” the address reads.
The address also implores Ukrainian citizens who have shunned the officially approved vaccinations to reconsider:
“It is generally known that the only way to prevent any infection is vaccination,“ the address reads, “As the President I ask you, dear fellow citizens, to reconsider your attitude to vaccination and do it if necessary, but only, I emphasize it – only after consultation with the doctor.”
” People are dying. The epidemic is killing doctors. This is absolutely unprecedented and inconceivable in the XXI century.” the address continues.
“All the limits have been exceeded – even those under the Constitution that determine my actions as the President.” Yushchenko states.

Yushchenko asserts that there are three types of influenza currently spreading throughout the country, two kinds of seasonal flu and the H1N1 strain.
The President states that this “may lead to the emergence of an even more aggressive new virus”.
However, WHO has said that the H1N1 virus in Ukraine appears “no different there than anywhere else” and that any surge there may be due to a more susceptible population.
Other mainstream reports suggest that British scientists are examining samples of the H1N1 strain from Ukraine to determine whether the virus has mutated.
As we reported earlier this week, conflicting reports suggest that the epidemic in Ukraine is down to an unidentified virus, with some indicating the virus constitutes a pneumonic plague.
According to the write up at Chechen news outlet Kavkaz Center, the Ukrainian News Agency Fraza, has reported “it has been confirmed 100% Pneumonic Plague in Ukraine” and that in order to quell panic only talk of swine flu has been sanctioned by the authorities. However, Kavkaz is a questionable source on this matter, given that Ukraine is a tactical and military ally of Russia.
Other reports have suggested that the epidemic is pure hype being played out as part of a political struggle between opposition politicians in Ukraine.
Prime Minister Tymoshenko has attempted to reverse the panic by announcing that there is no swine flu pandemic in the country at all, and that it is down to “media hysteria” and “politicians’ populist statements” in the run up to January elections.
As this article in The Scotsman highlights, Tymoshenko and Yushchenko, once allies in the so called “Orange Revolution”, are now bitter rivals that are set to fight it out in next year’s elections.
“… there is growing suspicion in the country that the H1N1 virus has also succumbed to a bitter battle for political power that now poisons all aspects of political life and threatens to wreak serious damage on the former Soviet state.” Matthew Day writes.
Around 80 people have died in Ukraine from respiratory related illnesses, it has yet to be confirmed how many were as a result of H1N1 influenza.
Whatever is really going on in Ukraine, the news has sparked a flurry of reports from conspiracy based websites that are citing a warning made in August by a man called Joseph Moshe, who claimed to be a former Mossad microbiologist.
Moshe hit the headlines when he was arrested after a long standoff with police in LA because he had supposedly made threats against the White House.
Shortly after his arrest, hundreds of comments and reports began to circulate stating that Moshe had called into a radio show to warn people about a biological weapon that was being prepared by Baxter International’s Ukraine plant that would be spread via a flu vaccine and would cause a plague upon it’s release.
Moshe’s identity as a microbiologist does seem to be verifiable, and Baxter certainly does have a presence in the Ukraine, as this page with Baxter’s contact information for it’s Ukraine office confirms.
Whether Moshe’s claims have any basis in truth is up for debate, however, it now seems an incredible coincidence that he fingered Ukraine as the location for a specific outbreak.

The “Republic Broadcasting Network” during a show with Dr. Tru Ott. He called the country (Ukraine), the company (Baxter International) and the time period (two months…this occured in August). He was “arrested” by the FBI in the “Westwood Standoff” and not charged but rather turned over to the Israelis. He has not been heard from since and is probably dead…like so many other micro-biologists.

Professor Moshe had called into a live radio show by Dr. A. True Ott, broadcast on Republic Broadcasting claiming to be a microbiologist who wanted to supply evidence to a States Attorney regarding tainted H1N1 Swine flu vaccines being produced by Baxter BioPharma Solutions. He said that Baxter’s Ukrainian lab was in fact producing a bioweapon disguised as a vaccine. He claimed that the vaccine contained an adjuvant (additive) designed to weaken the immune system, and replicated RNA from the virus responsible for the 1918 pandemic Spanish flu, causing global sickness and mass death.
Bar-Joseph Moshe made no threat against the President or the White House. He did not mention any bomb or attack. He then proceeded to inform the White House he intended to go public with this information. When he noticed men in suits in front of his house and feared that the FBI was about to detain him, he packed some belongings into his car and, him being a dual Israeli citizen, tried to reach the Israeli consulate located in close proximity to the federal building where the standoff took place. The FBI and the bomb squad prevented him from reaching it. Joseph Moshe’s profile on biomedexperts.com says he is a plant disease expert with many publications on his name involving the genetic manipulation of virii.

actually its less of forgetting, in reality although no official declaration was made the measures indicate full out martial law. its an orwellian tactic. If they say that going against anything the medical divisions of the country say under threat of imprisonment they are under marshall law, the headline is acurate, its the governments ascertation that it is not martial law that needs to be rectified

That is the most insane quote I have ever heard. The government is a puppet of the USA. They only come to Russia for money and everything else they ask America first. They are taking front line military equipment out of their arsenal and selling it to Georgia who has already used the military during the Olympics. Ukrainian soldiers partook in that conflict, their air defense systems being that which killed a few Russian pilots. Ukraine only home to 1/3 of the fleet, known has the Black Sea Fleet. There is still a Baltic, Northern, and Pacific fleet. However some of the most famous vessels are stationed in the Black Sea like the Admiral Kuznetsov and the Moskva. The Black Sea fleet has been Nuclear Free since 1990’s, try basing some facts instead of fear and conspiracy. Ukraine and Georgia’s actions make the Black Sea Fleet more of a priority to Russia as NATO expands into the region. Russia and China pursue economic interests of their own nation and aren’t engaging against America, but it is America who has black mailed almost every nation and set up foreign bases around the world. And Steve Watson’s all but declared Martial Law is misleading. Granted he has around 5 to 8% popularity as Presidential election season is beginning there as they have them in 2010. There very well may be a serious epidemic going on there, but it is aligned with a very important time for Ukraine. Everything is very suspicious there.

Well, apparently the Mexicans and the Mexican drug dealers don’t have any problems coming and going as they please. And once martial law hits, THAT effort will be about killing people, and I doubt they’ll care where you are standing when they do that. Borders won’t be “reinforced” with deadly foriegn troops at all. Do countries actually declare Martial Law or do they just say the Department of Defense is in charge now, to help out law inforcement in these difficult times.

Martial law has NOT been declared in Ukraine. Get your facts straight.
The President has called for an inquiry into the lack of action by health officials. Prime Minister Julia Tymoshenko imposed quarrantine of all educational facilities as well as cinemas and theatres. That does not constitute martial law.
If there were a real and serious threat, then the quarrantine would have shut down the Metro system and the overcrowded buses, where spread of disease can be almost guaranteed by the way people are packed tightly into poorly ventilated transport.
Rumours are spreading like wildfire, and irresponsible journalists such as Steve Watson are contributing to these rumours.
One of the more ridiculous rumours is that there is an outbreak of pneumonic plague which has mutated from swine flu. In what fantasy land does a virus mutate into a bacteria?
The only result of these rumour mongers is panic in the general population. Be responsible, and employ responsible journalists, not sensationalists.

Update: Today’s total of very ill people in the Ukraine is officially at 633,877. This disease was unknown six days ago! Three days ago the number of cases was approximately 255,000, yesterday it was a little over 470,000. There are haters that will always hate. As for Russia having statues and posters, I don’t know what posters you are talking about, but those included into the architecture like Metro and facades that have Soviet items on it, they are hard to change and some are kept for historical factor. One big change was the Bolshoi theater which got rid of the Soviet Facade and went for the original pre-Soviet condition. The restoration took years. It is a bit different than wiping Facist occupiers Nazi posters or change near century’s worth of your own nation’s history. So in that term it isn’t so strange now is it? If you think Russians are worshipping the past it is nonsense. Pensioners who have low pensions of course miss the old days. However, if people were worshipping the past there would have never been a scandal over restoring a Stalin quote in Metro. Many people are against this, the others state it is just apart of history and the whole metro system was started under him. It is easy to understand both sides, but Stalin’s madness is unforgivable. Unfortunately, monuments to questionable people continue such as Kosovo erecting a monument to Bill Clinton on Bill Clinton street. When I was in America, I saw people throwing their trash out windows just like they do in Moscow. Mitzy is just a hater. Ukraine is a beautiful country and so is Russia. I see too that CFR (Council on Foreign Relations) actually ‘joked’ about putting out information that the vaccine was in short supply, pushing people to line up to get it while it is still available. Prime Minister Yulia Tymoshenko says that fighting the spread of a flu epidemic in Ukraine is one of the most important tasks of his government. To address the influenza problem itself Julia is working almost 24 hours a day. Over the past three days, she visited three cities, covered infection – Ivano-Frankivsk, Lviv, and finally, Chernivtsi.
Today Yulia Tymoshenko visited Chernivtsi Regional Clinical Hospital, where she was acquainted with the treatment of children suffering from influenza and ARI, conditions of stay of patients in the inpatient department, as well as providing medicines and medical products.
When she visited a hospital, the Prime Minister was told that the medical facility had a full stock of medicines provided free of charge. “We confirmed that the hospital has enough of the drug (Tamiflu) which is provided free of charge to patients,” – she said.
Besides, Yulia Tymoshenko promised that the hospital will increase the supply of antibiotics needed to treat complications of ARI and influenza. “Our mission: to give everything in the hospital, and that man, if infected, will have the opportunity to get professional help”, – stressed the head of government.
Finally Yulia Tymoshenko thanked medical staff for its dedicated work. “I want to express my gratitude to the chief doctor of the children’s hospital. All the staff, doctors, nurses are now working around the clock. They are not sparing themselves in order to save the lives of others. And this happens throughout the country,” – she said.

This is complete Bull Shit. I live in Ukraine and martial law is not happening. There are precautions being taken, but spreading such misinformation is completely irresponsible.

There’s a lot of chicken littles and Bible thumpers in the above posts. So let’s calm the f*** down, and present the facts.
1) We do not know for certain that Joseph Moshe called into a radio show.
The WHO has sent a team in. 30 samples were taken, and sent to Mill Hill in London for analysis. They will know more soon.
2) Rather, it was alleged by Dr. Ott that a man called Joseph (no last name) called him after his show had aired. As such, there is no evidence of the call. Dr. Ott only made these claims, while Joseph Moshe was in a stand off with the police. When asked if he thought that both Josephs were the same guy, he said “I think he might be”. You can find the mp3s of these interviews online, still.
3) According to Dr. Ott, he didn’t give Josephs claims credence. According to Dr. Ott, the vaccine was being manufactured by Baxter in the Ukraine, but nothing was said about the vaccine/virus being released in the Ukraine.
4) All the press releases from the Ukrainian health ministry are still online, going back months.
5) According to the Ukrainian health ministry, as of Sept 29th, there was still no outbreak. Two suspected cases turned out to be community acquired pneumonia and bronchitis.
6) By 13 October, the Ukrainian Center of influenza and acute respiratory infections reported that 10 cities/regions were now at near-epidemic levels of infection.
7) Since then, the situation has deteriorated, but nowhere near Martial Law levels. Rather, political parties are using the situation to claim ineffectiveness or scaremongering in their opponents.
9) Reports that the health minister had announced that regular swine flu had been eliminated as a suspect, are misleading. Most blogs and reports are not explaining that there are several flu viruses, such as H1N1, H5N1, A-H1N1, etc… and that eliminating one of them as a candidate doesn’t mean there’s some new mutated or genetically engineered strain.
Honestly, when this peters down into nothing, those who’ve been clutching their bibles and talking about the end times, will look like fools. Just like those who predicted the end times in 1999, 2000, 2001, etc… Not that that will stop them from continuing to make rash predictions on flimsy evidence. You don’t have to be suckered in by them, though.

Hey people,
I am a Canadian living in Ukraine.
There is nothing going on in here. As far as martial law goes, the police are quitting because their salary was lowered by 30% as Oct 1st.
And there is barely any army as they are not paid at all and have a hard time surviving.
So martial law?
I see absolutely no change in the streets of the country as of today. Same old thing. Life goes on.
By the way I dont watch TV at all and consider losers those who do. If you do turn it on here, it will seem like there are dead bodies on the street because of the flu. The epidemic is only on TV LOL.
If never watch TV you would hardly even know about flu by living here.

hi josh, nice to hear from someone there..what does worry me is the comment about Only…WHO and cdc approved treatments, which means with winter low sunshine and fruit, obtaining Vit D and C which may assist many people, will be impossible.
What you say backs up a Russian living expat I know who says nothing about it being told there either.

The facts don’t look good for you Steve Watson. I’m sure most people on here have a balanced thought process but how many people with mental illness are helping others judge us all nuts.
Having said that. I agree with you on your observations. Here in Canada people are not dying in my city yet when you go to the mall you have mass sheep lines waiting for their free H1N1 shoot.

It seems like guys reporting these articles are working for the same people as the general public media as they both do the same point of fear mongering.
The funny thing is a lot of people here in Ukraine are talking about flu epidemic, 30 deaths etc.
So if I asked them how do they know! Guess what they tell! They watched TV last night.
That is absolutely ridiculous as everyone talks and scares each other but the only place where the “epidemic” is seen is on TV.
So I am actually curious have any of the people writng these articles actually been and lived in Ukraine?
This is just ridiculous. Martial law is the most ridiculous point as it makes no sense when probably half of the poilce force quit their work in october alone.

After watching a lot of videos, (esp: strange case of Josephe Moshe, Trolling for swine flu, debate fema camps trains trucks buses coffins swine flu and martial law) reading and corresponding on this site, it all seems to be coming together!
I went to to veteran’s cemetery here when it was reported (on pp) plastic coffins had arrived in our city of Houston and sure thing, they were there. There are over a thousand FEMA camps ready for business, trains outfitted for prisoners, buses and our soldiers and the UN soldiers are being trained for martial law.
All of this equipment was ordered years ago!!!!! Mainstream media says nothing!
The H1N! vaccines are going to be used as a bioweapon by plan at this time so martial law can be called, the bank holiday is coming soon, the new currency is here and they have to devalue the dollar and all hell will break loose at the same time all by design.
Oh yea, and culling the population at the same time!

Congratulations on being a part of the Ukraine Uber-Virus Hystaria.
As you will no doubt learn in the coming days, the situation in Ukraine is no different than what the rest of the world is experiencing.
My advice: Put down the coffee, turn off your computer and go enjoy your weekend. It’s beautiful out there, at least it is here in Dallas.
You might want to take this opportunity to reflect on how much credence you have given to half baked conspiracy theories lately, though I would recommend that at least through the weekend you stick with fresh air and relaxation.
