The leaked interior ministry paper charts a rise in crime – and chaos as schools struggle to cope with an influx of children unable to speak German.
Disturbingly, officials also hint at fears it could lead to unrest in cities.
The Federal Statistics Office document reveals that 437,000 Romanians and Bulgarians have poured into Germany in three years. Some 176,000 arrived last year, 40,000 up on 2011.
The Mayor of Duisburg has complained of Romanian gypsy families in ghettos who send gangs of children out to beg, pickpocket and burgle.
