NLE 09: FEMA Takes Preparations for Martial Law to the Next Level

FEMA is preparing to take its martial law exercises to the next level this July. According to a factsheet buried on the FEMA website, the agency will host National Level Exercise 2009 (NLE 09) on July 27 through July 31, 2009.

“NLE 09 will be the first major exercise conducted by the United States government that will focus exclusively on terrorism prevention and protection, as opposed to incident response and recovery,” the factsheet states. It is designated as a Tier I National Level Exercise, or TOPOFF, which are exercises conducted annually in accordance with the National Exercise Program (NEP), “which serves as the nation’s overarching exercise program for planning, organizing, conducting and evaluating national level exercises,” according to FEMA.
NLE 09 “will focus on intelligence and information sharing among intelligence and law enforcement communities, and between international, federal, regional, state, tribal, local and private sector participants” in the “aftermath of a notional terrorist event outside of the United States.” So-called “exercise play” will concentrate on “preventing subsequent efforts by the terrorists to enter the United States and carry out additional attacks.”
Such a large and coordinated exercise seems inappropriate, considering the fact there has not been a terrorist attack on the United States since September 11, 2001. In 2007, the neocon-connected Jamestown Foundation chalked this lack of threat up to “stepped-up counter-terrorist efforts after 9/11 and possibly the simple luck enjoyed by government authorities.”
As the Washington Post noted in 2005, the government has a poor record when it comes to apprehending and prosecuting terrorists within the United States. “Except for a small number of well-known cases — such as truck driver Iyman Faris, who sought to take down the Brooklyn Bridge — few of those arrested appear to have been involved in active plots inside the United States.”
In fact, as recently leaked Department of Homeland Security, FBI, and local law enforcement (in particular, the Missouri State Police) documents reveal, the real target is not al-Qaeda or Muslim terrorists, but rather “rightwing extremists” who support the Second Amendment and states’ rights and oppose abortion and open borders. The liberal corporate media has worked tirelessly with the government to demonize activists and supporters of these movements. It has orchestrated a disinformation campaign against the Tea Party movement and has attempted to link the alleged white supremacist cop killer Richard Poplawski to Alex Jones and others erroneously classified as “rightwing extremists.”
The FEMA factsheet states NLE 09 “will focus on intelligence and information sharing among intelligence and law enforcement communities, and between international, federal, regional, state, tribal, local and private sector participants.” In other words, the exercise will concentrate on surveillance and counter-intelligence targeted at “terrorists” (rightwing extremists) who will – according to the NLE scenario – carry out attacks following a vaguely defined international terrorist event. A FEMA bullet point underscores the need for “counter-terror investigation and law enforcement.” Local law enforcement, through relationships previously established by DHS, the FBI and the CIA, will be on the front lines of this surveillance effort.

The FBI in particular has experience in surveilling Americans. In the late 1960s and early 1970s, for instance, the FBI kept a list – dubbed the “ADEX” list – of over 100,000 persons to be rounded up as subversive. More recently, the Inspector General of the Justice Department reported that the Terrorist Screening Center (the FBI-administered organization that consolidates terrorist watch list information in the United States) had over 700,000 names in its database as of April 2007. The list was growing by an average of over 20,000 records per month, according to the ACLU. The list now totals well over a million entries.
Although not specifically mentioned in the FEMA factsheet, NLE 09 will also include exercises designed to round-up and intern suspected terrorists. Under REX 84 and other operations, FEMA, in association with 34 other federal civil departments and agencies, trained to detain large numbers of American citizens.
During Hurricane Katrina, FEMA performed a “dry-run” of this unconstitutional power in New Orleans, not only rounding up “refugees” and “relocating” them in camps, but also testing its ability to confiscate firearms from law-abiding citizens. Blackwater USA, a private mercenary outfit, participated in this illegal confiscation.
InfraGard, the FBI organized “public-private partnership” (classical fascism as defined by Mussolini), will participate in NLE 09, as they have in past TOPOFF exercises.
As Matthew Rothschild documented last March, there are more than 23,000 representatives of private industry working quietly with the FBI and the Department of Homeland Security. InfraGard “may be closer to a corporate TIPS program, turning private-sector corporations – some of which may be in a position to observe the activities of millions of individual customers – into surrogate eyes and ears for the FBI,” Rothschild explains, citing the ACLU. The FBI has given the private organization the ability to use lethal force against suspected “terrorists.”
FEMA’s National Level Exercise 2009 represents the next phase of preparations to implement martial law in America under the guise of fighting loosely defined terrorists. As the DHS, FBI, and MIAC reports indicate, the government now defines terrorists as “rightwing extremists” and indicates the threat is not from fanatics with beards in caves half way around the world, but from law-abiding Americans who are opposed to government policies.
The FEMA camps corporate media shill Glenn Beck insists do not exist but are documented to in fact exist around the country are not for Muslims, but the real threat to government – increasing numbers of Americans determined to return the nagtion to a constitutionally limited republic.

NLE 09 will be an operations-based exercise to include: activities taking place at command posts, emergency operation centers, intelligence centers and potential field locations to include federal headquarters facilities in the Washington D.C. area, and in federal, regional, state, tribal, local, and private sector facilities in FEMA Region VI, which includes the states of Arkansas, Louisiana, New Mexico, Oklahoma and Texas.

So after reading this, I considered the events of 9/11 and also Americas lack of originality in the field of domestic sabotage (research all the Congressmen and Senators who have been in small plane crashes). Is there anyway possible, with Obama’s approval already tapering that there could be another tragedy in the time period of the drill? NORAD is the only defense against a rouge aircraft, and armed forces wether police or military, would be the first response against and unruly group of “right-wing extremists”.
I think its possible the next terror attack on America will be made to look as if these extremists have done something terrible, and then it will be you guys vs them because I don’t live in America.

The thing I don’t get about the article is the misstatement about the so-called exsistence of the liberal media allows the unreporting to go on, but the media is actually controlled by conservative big business interest. Then the author references editor of the Progressive Matthew Rothschild. The author has well informed opinion, but baseless attacks against the so-called liberal media are unfounded and makes his argument invalid.

doesnt it seem possible, that the government would run websites such as this, to make people believe that they {government} have enormous power, that there is nowhere to hide? i find myself feeling very angry yet also helpless after visiting sites like this. which kind of leads me to believe this could be a branch of the cia disinfo network. what exactly would stop the government/CIA from obtaining a tool such as this site? in fact, it would be nessacary for them to have sites like this to pacify the opposition, to give them {opposition} a feeling that they are doing some damage to the ones in power. the book “rape of the masses” goes deeply into the art of propaganda and disinfo, and sadly this site has all of the signs of a disinfo network.

This guy I work with is in the Virginia National Guard and he told me that he’s going to be gone this summer due to “extensive training”. He wouldn’t say exactly what kind of training it is but it all fits into this timeline of disaster.

Within two weeks prior to the date of this “exercise” it is highly probable they will begin the clandestine aprehensions and arrest of the blue and red listed citizens. They will come in early morning. There will be heavily armed swat teams, and may be assisted by local LEO, BATF, FBI, and foreign troops and they may operate independently without the knowledge of local LEO’s because of jurisdictional issues and possible challenges and resistance from the local LEO’s to comply, that depends upon your location and county Sheriff and local LEO’s awareness of the issues.
They have predetermined target locations on the list of names which will have been designated by GPS census takers at the targets home and business, the GPS locator is necessary to direct ground assault and aircraft support to the correct location. The first targets and highest on the list will be licensed Federal Firearms Dealers, owners of class II and class III weapons owners and dealers and manufactures. The previous are all registered and locations known by the government. Second will be known gun owners, political organizers and militia leaders, potential resistance leaders, tax protesters.
I would suggest that any of you that fall within these categories change your locations as the “NLE 09 exercise” nears or be prepared to evacuate your location at very short notice. So have a bugout bag close at hand, keep one in your car also.
Be ready because this is real.

Hate to collaborate some info here… but the census people pulled up on my street, never getting out of their car, looked at the house, and the neighbors, and then drove away. I think they are doing assessments of gun owners and their houses, sort of like casing a joint, to see what they are up against… Only reason I can think of, that a census person would come up, write things down on a notepad, call someone, and then leave, without asking someone in the house info pertinent to the census. I worked for the census bureau the last time we had one, and we had to get out of the car, and fill out the forms for people, etc…not just call someone on the phone, make notes, and leave with no interaction what so ever. Something fishy is cooking.

In the US there don’t appear to be any “local terrorist groups”, or at least none that can be identified through any media source.

In Huntsville, Alabama NLE 09 has been in full blossom for about 4 years and getting more vicious like a hurricane but I don’t think it is going to fizzle out like one and we are going to have to hunker down and get real serious about teaming up and use the legal system to kick them off the property. Asking the legislature to do something is worthless and wasw\te your time.

As someone stated above it s all due to the inactions of Americans to get off their arses and protest and revolt until everyone in your congress is out of there.You already should have taken action and thrown out all the corrupt criminals who are carrying out their nefarious plot.
What have you done about 911, The Federal Reserve ,The Patriot Act (being passed and implemented) , the bullshit terrorism scare the bullshit global warming carbon trading tax scheme, and the never ending new laws being passed one after the other such as banning vitamins and not being able to grow your own organic vegetables.A dictatorship is surely being imposed on all of you and they are taking away as many of your rights just as fast as they can put them in writing.
The 911 attacks (that your government carried out) was their test (to see if they can pull it off without the sheep responding) and they passed with flying colours.Since they got away with the enormous crime on 911 , every other law that they are implementing now is just child’s play for them.
Someone also mentioned that you can riot like you did with the Rodney King incident.Well that is absurd as with that incident the response was immediate (and justly so) and it was the the American Negros that protested and not your brainwashed average Joe Blow who is more interested in watching The Simpson’s or American Idol.

Let’s explore a different avenue here, not one I’m sure of or without pitfalls, but the overriding goal here is “we the people” want the military and police on our side.
While it may not be popular with some here, I would argue that the without the discipline self-sacrifice and yes honor of our military the country would have failed decades ago. In support of this I would ask the following, when was the last time (excluding non-military assainations) the military killed on orders a US citizen? This is not the norm for much perhaps most of the world and the ability to use the military to oppress the public was seen in the rise of both Nazism and Communism. I tend to suspect that much of the rhetoric of the 1960s was in part an attempt to “turn” the military.
“Look at how they spit on you, these filthy hippies … Look at how they murder these stupid brutes”. In reality you had perhaps some poor farm boy caught in the draft hoping to protect his country and some young people searching for peace. To its eternal credit the military did not “turn” at that time, it instead became somewhat dysfunctional for a number of years.

I have never served in the military though I have interacted extensively with them. In general these are not bad people and often have much to be admired. If you know someone in military or police work, why not talk to them? Let them know your concerns and that you respect the motivation of wanting to “serve and protect, we the people” which drives them. Ideally, we the people should be tight as glue with those who serve us, such that it is unthinkable for them to ever break that sacred oath and harm us. This isn’t served by senseless insults and threats. This isn’t to say don’t defend yourself or if the military or police begin cracking heads and killing people it is not despicale and needs to be opposed, just that tyranny in the US needs its Preatorium guard and for the moment at least they don’t have it. The powerbrokers fear this unity of the people and the military/police as evidenced by their recent actions. The swine/bird flu cross pandemic in Mexico, that is already spreading to California, Texas, and New York, is incubating as we write, in public places, schools, homes, and businesses all across America. Who’s working in the back rooms and kitchens of your local restaurants, who’s working in the meat processing plants and cooking those hot dogs at the ball games, who’s using the “free” clinics and emergency rooms and schools to treat and educate their children – and who’s carrying all manner of diseases already, who may or may not be carrying this ‘new’ disease as well?
From where do you buy your food, who’s handling your clothing at Wal Mart, who’s sneezing on the piles of already-contaminated fruits and vegetables from South America?
