NorthCom Denies Troops To Be Used For Crowd Control
But admits that Army will have access to weapons and tanks during homeland patrols

Following the alarming admission that active duty U.S. Army would be on call to deal with “civil unrest” inside the United States from October 1st, the US Northern Command (USNORTHCOM) has publicly denied that troops will engage in law enforcement duties, but concedes that forces will be armed with both non-lethal and lethal weapons as well as having access to tanks.
As we highlighted last week, a September 8 Army Times report stated that active duty troops from the 3rd Infantry Division’s 1st Brigade Combat Team returning from Iraq would be on call as a “federal response force for natural or manmade emergencies and disasters, including terrorist attacks,” for a period of 12 months from October 1st.
The purpose of the unit’s patrols, according to the article, includes helping “with civil unrest and crowd control or to deal with potentially horrific scenarios such as massive poisoning and chaos in response to a chemical, biological, radiological, nuclear or high-yield explosive, or CBRNE, attack.”
However, a NorthCom official, presumably responding to reports featured on this website and others, publicly denies that troops will be used to police Americans.

“This response force will not be called upon to help with law enforcement, civil disturbance or crowd control, but will be used to support lead agencies involved in saving lives, relieving suffering and meeting the needs of communities affected by weapons of mass destruction attacks, accidents or even natural disasters,” Army Col. Michael Boatner, USNORTHCOM future operations division chief, told Homeland Security Today.
We also learn that the troops will be under the operational control of USNORTHCOM’s Joint Force Land Component Command under US Army North, headquartered in San Antonio, Texas. The operational headquarters of the response force is at Fort Monroe, Virginia.
The original Army Times report also stated that the use of non-lethal weapons against Americans would be a possibility, but a retraction has now been issued stating that the forces would not use nonlethal weaponry domestically.
However, Democracy Now’s Amy Goodman was told by Air Force Lt. Col. Jamie Goodpaster, a public affairs officer for Northern Command, that “Military forces would have weapons on-site, “containerized,” she said — that is, stored in containers — including both lethal and so-called nonlethal weapons. They would have mostly wheeled vehicles, but would also, she said, have access to tanks. She said that use of weapons would be made at a higher level, perhaps at the secretary of defense level.”
As Goodman writes in an editorial for the Seattle Post-Intelligencer, “Talk of trouble on U.S. streets is omnipresent now, with the juxtaposition of Wall Street and Main Street. The financial crisis we face remains obscure to most people; titans of business and government officials assure us that the financial system is “on the brink,” that a massive bailout is necessary, immediately, to prevent a disaster. Conservative and progressive members of Congress, at the insistence of constituents, blocked the initial plan. If the economy does collapse, if people can’t go down to the bank to withdraw their savings, or get cash from an ATM, there may be serious “civil unrest,” and the “sea-smurfs” may be called upon sooner than we imagine to assist with “crowd control.”
The use of U.S. troops in law enforcment duties is a complete violation of the Posse Comitatus Act and the Insurrection Act, which substantially limit the powers of the federal government to use the military for law enforcement unless under precise and extreme circumstances.
Section 1385 of the Posse Comitatus Act states, “Whoever, except in cases and under circumstances expressly authorized by the Constitution or Act of Congress, willfully uses any part of the Army or the Air Force as a posse comitatus or otherwise to execute the laws shall be fined under this title or imprisoned not more than two years, or both.”
Under the John Warner Defense Authorization Act, signed by President Bush on October 17, 2006, the law was changed to state, “The President may employ the armed forces to restore public order in any State of the United States the President determines hinders the execution of laws or deprives people of a right, privilege, immunity, or protection named in the Constitution and secured by law or opposes or obstructs the execution of the laws of the United States or impedes the course of justice under those laws.”
However, these changes were repealed in their entirety by HR 4986: National Defense Authorization Act for Fiscal Year 2008, reverting back to the original state of the Insurrection Act of 1807. Despite this repeal, President Bush attached a signing statement saying that he did not feel bound by the repeal.
The original text of the Insurrection Act severely limits the power of the President to deploy troops within the United States.
For troops to be deployed, a condition has to exist that, “(1) So hinders the execution of the laws of that State, and of the United States within the State, that any part or class of its people is deprived of a right, privilege, immunity, or protection named in the Constitution and secured by law, and the constituted authorities of that State are unable, fail, or refuse to protect that right, privilege, or immunity, or to give that protection; or (2) opposes or obstructs the execution of the laws of the United States or impedes the course of justice under those laws. In any situation covered by clause (1), the State shall be considered to have denied the equal protection of the laws secured by the Constitution.”

I hate to say it but they’ll start with the low income black areas that riot and loot first. It will be seen as a positive by many who fear the crime that can ensue at a time like this time. Later, they’ll phase it in to political demonstrators and after that everyone’s rights will be restricted. This one is much different than a natural disaster like a hurricane. This unrest will spread to all skin colors as rage ensues from financial collapse, lack of food, gas and basic needs. Without gas people will have nowhere to travel to. Then the sheeple will follow and that won’t be good.
These guys are brasenly taking our finances, public land, personal properties and I won’t put it past them to do much more. Unfortunately, smart and dumb people alike believe all the lies. I feel like I am in the twilight zone sometimes.

I hadn’t heard about the 2008 repeal of which would have allowed a Tianamen Square-style crackdown on American protestors, and I wonder if that did not in some measure lead to John Warner’s announced retirement from the Senate after some 7,000 years.
One must still believe that these troops are being rotated back to the US because SOME counter-action is expected either to Election Day shenanigans, Wall Street and Bank malfeasance at the expense of the working class, or both. These is nothing in this language that I can see - and nor might I be likely to see - that would prevent:
1) the employment of local Police SWAT and Riot brigades;
2) privatized paramilitary incursions by Blackwater and the like (who operate under none but their own perceived authority in full violation of all known Law); and
3) satellite and truck-based “crowd-control” technology utilizing radiation to dissuade lawful protest and legal assembly through antagonistic application of piercing sound and heat.

Everyone should have a few gallons of gas on hand, stored away for emergencies. A full five gallon can doesn’t cost that much - just don’t keep it in the house. Add a conditioner to it, too.
Buy excess food now while you can. There will eventually be a run on the stores, but first the banks. When that starts, head to the house.
The revolution will not be organized and there won’t be any generals. That’s in our advantage. Anytime someone tries to rally you to form a group, you can bet on who they really are. If there are assistance services, act like everyone else. Take what their giving out. Otherwise, you’re calling yourself out.

I would caution those of you who are suffering from “Red Dawn Syndrome” and calling for armed insurrection. This country was founded on the concept of private citizens being able to rise up against an opressive goverment, but the days of the musket and the cannon are over. Your .357 Magnum and your high powered rifle will not help you against an M1 Abrams tank, or an active denial weapon that can immobilize an entire neighborhood at the flick of a switch. Yes, we should be armed and ready, but not to protect ourselves from government troops. That’s a delusion. We need to be armed to protect us from ourselves. When it hits the fan, and the food and other such riots begin, the grocery stores will be the first to be ransacked. After that, then what? Where will our normally law abiding neighbors turn to next for food? It will be your house and mine. When three or four guys are trying to break down your front door because they want what you have, that’s when you need to have something on hand to give them a reason to want to look elsewhere. All of the tough guy, Kurt Russell wannabe’s out there who plan to run out into the streets and start plinking away at the approaching tanks with what might as well be pea shooters will be the first to fall, and that’s exactly what the government wants. These guys are playing right into their hands. Do you think that Homeland Security is afraid of a bunch of guys with hunting rifles? They can incapacitate you without you ever even seeing them.
There will be no minutemen ready to respond to the evil Redcoats this time. The Redcoats this time can level your house in seconds, or bring you to your knees without firing a shot. Federal American troops will never fire a shot on Americans. There are 300 million Americans. 2.3 million TOTAL military personnel, thats active and reserves. 100 million or so Americans are armed. Everyone of them 18 and older have the capacity to arm themselves legally. Urban warfare in Baghdad is hard enough, imagine Atlanta, New York, Nashville, Dallas, Los Angeles, etc etc for days all at once. Not tanks, bombs, or even nuclear weapons could stop a force that big. Even if it were rag tag and unorganized it would still be unstoppable. US government is stupid but not suicidal. The first report of the federal military opening up on citizens would enrage not frighten Americans. The strongest weapon the government has over the people is a propaganda machine that is unparalleled the world over. They have and will continue to manufacture propaganda to divide, attempt to instill fear, and confuse the nation. They will even sabotage when given the chance, I mean they did allow some dumb dumbs from the mid east to fly planes into buildings. Boogymen are useful. I am in Durham, N.C. and about 2 months ago at the main police station my family saw a big armored bus type SCARY vehicle. On the side it said “Crowd Control” it was only there minutes and we have not seen it again but Homeland security has opened in RTP very close by. We have had caravans of fire trucks escorted by sherrif’s that came into our neighborhood on the same route Hydrostructure water trucks used the week before with a caravan as well. Just thought I would share my concerns for uneasy times.

If we learn from the examples of resistance against a modern army we’ll see that inner cities
with multistory buildings and the wooded and mountanous areas of the great outdoors provide the best environment for it - Somalia, Chechnia, Iraq, Afghanistan. The ones least likely to successfully resist are isolated compounds ( Waco ) and residential areas with single family houses like the suburbs.Unless they are suicidal people in those areas should avoid active resistance.
If the towelheads can do it so can we.

My friend in the army is stationed near Savanah Georgia, this was his take on this story:
We just finished with this training and assumed this mission yesterday. They told us we would be used for this and other things like, natural disaster relief, or fires, and for unruly Americans that want to riot and rape other Americans and steal things like that. The thing is we are not allowed to harm any american citizens unless we are threatened. we have been trained in the use of non fatal weapons. Stuff like that…. It just a matter of time until the next 9/11 happens. It’s not if it’s gonna happen but when

I can’t buy this “October 7th” stuff, mostly because I’ve been hearing rumors about one date or another for 6 years now. People love prophecy-it’s so thrilling to thnk you are in the know about doomsday.
Here’s something to consider: the corporate/religious/racial oligarchy needs slaves. Slaves don’t work if they’re dead. Or starving. And they work much better when they think they’re free. The “Government” isn’t going to rip away the Matrix-like facade unless they absoulutely have to. Pulling a false flag while the country is in such an economic free-fall would destroy the host, and these parasites don’t want that.
My opinion, not prophecy: Obama’s going to win and try to go after guns and survivalist groups. The necons have over-played their hand, and are going to be quiet for a few years until everyone forgets about what they’re doing. Obama may even come up with a band-aid for the economy and pull the troops out of Iraq. The invasion of Iran will wait until the next President, 2012 or 2016. The neo-cons are patient. They overthrow about one Arab country per decade.

Of course they will tell you that their purpose is to “save lives, relieve suffering and meet the needs of communities”. i think a false flag attack is not unreasonable. the more stress and chaos they put us under the less we will defend and think for ourselves and the more we will ask them for help. hitler used the same strategy. he used the depression and threat of terrorism by communists to keep his people in check. don’t forget though that a majority of the “attacks” were done by hitler and his people to fool the people like most of us were fooled on 9/11. right now it is just a test to see how people will react to tanks rolling down their streets. if they don’t care and don’t ask questions which a majority probably won’t then they will usher in the next step of complete economic collapse and terror attacks. the first attacks may be physical like bombings and such but the lasting one that will really turn things around will be biological through disease. cities will be quarantined and the police state will be almost complete. look into a card game made in 1995 by steven jackson games called illuminati: new world order. it may be a prophecy to say what will happen as i assume most of us on here know the future is not green with daisies and love everywhere but it is an opinion to say when it will happen. there are those who know when and they may have said in some of their books but it would be very hard to find those books.

If what I heard yesterday at the Army base next door to my town is any indication, then it doesn’t sound good folks. I’ve lived here for years and never heard anything like that. I’ve heard them run drills are practice, believe me this was intense. Semi-auto, automatic, pops, BOOMS. This went on just about all day. Very unusual.
It sounded like a war.
I thought the readers would enjoy this article recently posted concerning the DODs protocols for economic collapse. The timing of this -usd and markets collapse spectacle- on the MSM and this new military homeland is just too coincidental.

I live in DC and the funny thing is yesterday I saw 3 black military helecopters, then it donned on me that it was October 1. The first 2 I saw was flying over Nationals Stadium towards US Park Police Hdqts in SW, DC, and the 2nd was when I was at my son’s football practice I could hear it but since it was dark had to strain 2 see it, but it looked like the ones I saw earlier

Here’s hoping you’re right. But you’d have to be blind or ignorant to think that all the preparations (destruction of the Bill of Rights, militarization of the police, development of riot control technologies, training drills, etc.) are for nothing. With all the old means of keeping the population under submission having outlived their effectiveness, America is entering a new phase. As long as we were able to sustain an adequate level of prosperity then the majority could be kept in a state of apathetic contentedness. This has changed forever. The present economic downturn is unlike all the ones that preceded it because formerly capitalism found a solution in increased globalization and the conquering of new foreign markets. We have run out of globe, and that is why there is such a hunger for war. War is the last desperate means remaining to support our crumbling economic system, and now even this method is failing.
As long as it is credulously accepted that a few are destined to dominate and exploit the many, it is inevitable that a shrinking world results in conflict. That’s what we’re witnessing now. The only solution is a new kind of system that is based on cooperation instead of hostility, on justice instead of exploitation, on freedom for all and not just some. Most importantly, we must work to destroy every remaining vestige of arbitrary authority. We must take control of our own lives if we wish to finally escape the control of others. Democracy must finally become a reality.
It’s been a long time coming.

Hey folks -
On Monday as I was taking my weekly flight to the West Coast - a family member called to inform me that he was on the el train (Chicago) at Lake and Western (there is an adjacent rail line) and to everyones shock he and others saw small tanks on rail cars as far as the eye could see. While Chicago is a transport hub, no previous observations of this nature have been noted. And I’m not aware of any production facilities (hell our military tanks are probably made in China) This is interesting as this article specifically calls out the military having access to tanks.

What is it that they are trying to hide, huh? Their spin isn’t working and likely they just want it to disappear - all the stories that linked to it (without a screen shot) are supposed to look like fools but the cat is already out of the bag and their ‘plausible deniability’ is pretty thin.

Think about it. They’re not just gearing up for protests and unrest due to the financial crisis, BUT FOR THE ELECTION. Are we, as Stephen Spoonamore insists, about to see a ’stolen’ or sold election? If so it would be convenient to also have an election under the threat of martial law. If the election is too obviously sold, we could expect some blowback, and it would be convenient for the parties selling or allowing the election to be stolen to have troops available to contain riots. This is not just the run-of-the-mill breakdown of posse comitatus, it is the end of democracy in America

Hehe I feel sorry for you americans, from what i’ve heard the US government has been pushing for more and more non-US troops serving within the US military. When they are deployed to control the local population the foreigners will not have any qualms with shooting or assaulting a US citizen. Never mind the fact that using the army is against the constitution (because the constitution never stops the government anyways) if the military is turned on the civilians then I hope that they’re prepared to be shot at and shoot americans. I was in the military and a lot of soldiers know the government is bullshit, and to them it’s just a way to make money. If this comes to pass I don’t think they’ll last long, and if they do then it’ll be long enough to see some ex-soldier shot their friend and then them. They’re doing this for a reason, a reason they know and don’t want us to, better arm yourself now.

NorthCom’s website, in a section on frequently asked questions about Joint Task Forces—Civil Support, cites “DoD Directive 3025.1” as laying out the criteria for how the Pentagon will respond in domestic situations.
That directive talks about “military support in dealing with the actual or anticipated consequences of civil emergencies.” Those civil emergencies could be “arising during peace, war, or transition to war.”
While it states that such support “does not include military support to local law enforcement,” there is a provision in the directive for the military to take over functions of the civilian government.
