Obama’s H1N1 Emergency Declaration: Is Martial Law Unfolding?

Obama has declared a 2009 H1N1 swine flu a national emergency. It is not clear if this declaration falls under the National Emergencies Act (50 U.S.C. 1601–1651). The act is not mentioned in media reports.
The National Emergencies Act was passed in 1976. It has been extended six times. In 2007, the declaration was strengthened with the issuance of National Security Presidential Directive 51 (NSPD-51) which gave the president the authority to do whatever he deems necessary in a vaguely defined “catastrophic emergency” including everything from canceling elections to suspending the Constitution.
NSPD-51 (National Security and Homeland Security Presidential Directive) is unconstitutional. It was created on May 4, 2007, as a “presidential directive” (bypassing Congress) and signed by George W. Bush. It claims the power to execute procedures for continuity of the federal government in the event of a “catastrophic emergency.” Such an emergency is construed as “any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions.”
In other words, it is a martial law directive. On May 10, 2007, The Washington Post characterized NSPD-51 is a “shadow government” directive.
The John Warner National Defense Authorization Act (NDAA) for Fiscal Year 2007 states that the military may be used during a “national emergency.” Sec 1076 is extremely explicit, notes Michel Chossudovsky, and “virtually creates a Pinochet style environment for the mass arrest of political dissidents without trial, the storming of public rallies, etc.”
NDAA specifically mentions “epidemic” as an excuse to declare martial law.

Prior to Warner and NSPD-51, legislation passed by the Clinton administration allowed the military to intervene in judicial and civilian law enforcement activities. In 1996, legislation was passed which allowed the military to intervene in the case of a national emergency. In 1999, Clinton’s Defense Authorization Act (DAA) extended those powers (under the 1996 legislation) by creating an “exception” to the Posse Comitatus Act, which permits the military to be involved in civilian affairs “regardless of whether there is an emergency,” according to Chossudovsky.
In 2005, a month after Hurricane Rita, a so-called bird flu “crisis” was hyped by the government and the corporate media. “I am concerned about avian flu. I’m concerned about what an avian flu outbreak could mean for the United States and the world… I have thought through the scenarios of what an avian flu outbreak could mean,” Bush declared at the time. “One option is the use of a military that’s able to plan and move. So that’s why I put it on the table. I think it’s an important debate for Congress to have” (emphasis added).
Bush’s directive, signed two years later, did not bother to involve Congress in the “debate.”
Obama’s declaration of a national emergency sets the stage for forced vaccination and internment of people who refuse to be vaccinated.
In January, the National Emergency Centers Establishment Act (HR 645) was introduced in Congress. It calls for the establishment of six national emergency centers in major regions in the US to be located on existing military installations to be used to quarantine people in the case of a public health emergency or forced vaccination program. HR 645 remains in committee.
The H1N1 “crisis” is a manufactured crisis. As noted earlier today, a CBS investigative report reveals that H1N1 flu cases are not as prevalent as we are told by the government, the CDC, WHO, and the corporate media. The so-called epidemic is bogus.
Millions of people are refusing to take the H1N1 vaccine. In the weeks ahead — if Obama’s emergency declaration falls under the above directives — we may witness a move toward martial law, forced vaccination, and internment of those who refuse.
At best, Obama’s declaration is a flimsy attempt to scare people into taking the toxic soft kill vaccination. Let’s hope this is the case.

I Don’t think there is going to be martial law just yet guys. There isn’t really a reason. Everyone in the USA behaves perfectly. Sure a few might refuse a vaccination or two, but REALLY – Everyone does what they are told, thinks what they are told, and answers to those in authority. The USA is perfectly submissive to it’s unelected masters.
I believe this is just blatant fear mongering on both sides: MSNBC, Obama, and the government saying it’s an emergency (didn’t they say that in April, and June already?). And the Prison Planteers saying hey there is going to martial law everybody.

If people are sick enough to be taken to hospital, they are going to be placed in an intensive care unit (ICU). This will involve heart-rate monitors, ventilators, drains, drips and beds. There are only so many such units per hospital due to their infrequent use, so they could easily be overloaded by a dozen or so flu patients.

PILGRIM: The CDC this week announced major pharmacies like Walgreen’s and Walmart are doing this and other pharmacies should also.
DR. ANN SCHUCHAT, CDC: We do encourage pharmacies to be able to do compounding so that our pediatric supplies will stretch as far as possible.
PILGRIM: Liquid TAMIFLU used to treat swine flu is in short supply. Roche the Swiss manufacturer says it has ramped up production in the U.S. since the pandemic broke out last spring and will be producing 400 million doses of TAMIFLU next year. An estimated 20 percent of production will be inside the United States. Roche today says it intentionally shifted its production away from TAMIFLU liquid making capsules instead because capsules provide 25 times the dosage in the same amount of time it takes to make one dose of the liquid for a child, so now it’s up to pharmacists to make the drug usable for infants by compounding.

(NaturalNews) An FDA advisory panel has recommended stronger warnings on two influenza drugs after reviewing evidence linking them to neurological and psychiatric problems that have led to deaths in some cases.
The current warning on Roche Laboratories’ Tamiflu (generic name oseltamivir) urges close monitoring of flu patients, particularly children, for “increased risk of self injury and confusion shortly after taking Tamiflu.” The panel recommended that this warning be strengthened to say that “in some cases, these behaviors resulted in serious injuries, including death, in adult and pediatric patients.”
The label of Glaxo SmithKline’s Relenza (generic name zanamivir), the panel said, should be strengthened to mention “reports of hallucinations, delirium and abnormal behavior.” The panel said that both labels should mention that some flu patients not taking the drugs have also experienced such symptoms.
There have been no reported deaths from Tamiflu in the United States, but in Japan, where the drug is much more widely used, at least 14 deaths have been reported. Five children under the age of 17 died after “falling from windows or balconies or running into traffic,” according to the FDA. According to Roche, two people under the age of 21 died from a brain infection, and seven deaths from neuropsychiatric symptoms have also been attributed to use of the drug by adults.

A PROCLAMATION
On April 26, 2009, the Secretary of Health and Human
Services (the “Secretary”) first declared a public health
emergency under section 319 of the Public Health Service Act,
42 U.S.C. 247d, in response to the 2009 H1N1 influenza virus.
The Secretary has renewed that declaration twice, on July 24,
2009, and October 1, 2009. In addition, by rapidly identifying
the virus, implementing public health measures, providing
guidance for health professionals and the general public, and
developing an effective vaccine, we have taken proactive steps
to reduce the impact of the pandemic and protect the health
of our citizens. As a Nation, we have prepared at all levels
of government, and as individuals and communities, taking
unprecedented steps to counter the emerging pandemic.
Nevertheless, the 2009 H1N1 pandemic continues to evolve.
The rates of illness continue to rise rapidly within many
communities across the Nation, and the potential exists for the
pandemic to overburden health care resources in some localities.
Thus, in recognition of the continuing progression of the
pandemic, and in further preparation as a Nation, we are taking
additional steps to facilitate our response.
NOW, THEREFORE, I, BARACK OBAMA, President of the
United States of America, by virtue of the authority vested
in me by the Constitution and the laws of the United States,
including sections 201 and 301 of the National Emergencies Act
(50 U.S.C. 1601 et seq.) and consistent with section 1135 of the

This feels like the first step to me. I am waiting and watching for the signs. This could be one of them or it could be hype by the MSM. What bothers me is the MSM didn’t comment very much on exactly what a national emergency actually is or can become. i just checked local news source here in nebraska. no one being overwhelmed. even the ones that do show up are just being told to go home and get rest and wait it out. only need to go to the hospital if you have trouble breathing or have other underlying conditions. they said hospitals and clinics have been busy, but nothing near overwhelmed. in fact, they said it looks like things are easing up here. even if people do go to the hospitals, doctors are just telling them to go home and rest– thats the best medicine. how does that equate to an emergency?????

If you’re afraid of being sent to FEMA camps or be forced at gunpoint, if you have a very good doctor, just go see him/her and tell them you don’t want the vaccine, but tell him to pretend to note it on your file to say you received it, but in reality you didn’t. So if the govt checks for whom received it and not, they won’t be coming knocking on your door since you already “took” it. Play it that way, who knows.

I just had an interesting thought. The more people actually are officially united in resistance, the more likely the government can declare it as a terrorist group, and if for example a whole area or State is united to resist, the government can use heavier armor, even nuclear bombs to “justify” to attack and bomb the whole area. Maybe it would be smarter not to officially unite, but rather to have many, many small resistance groups, that are only secretly connected with each other but officially not. I mean all the peoples guns are nothing against their airforce firepower. They, who control the US government are not loyal to America, they are Rothschild zionists. The symptoms of the swine flu virus are very mild when compared to normal flu. I have had it already this year along with other co-workers and the worse thing is the minging headache that prevents any work on a computer. However a weeks rest with fluids and painkillers sorted me out.
I even asked my doctor the other day if he was taking the shot and he said to me he had to with a look in his eyes that seemed to suggest that he really didn’t want to. I asked how it was Germany could have their own shot free of adjuvents and mercury whereas we had to have the one full of lovely extras. He didn’t know. He didn’t know much about adjuvents either.

This is news to me. Everyone I work with met each of their scheduled shifts this week. Nobody in my family is sick. The hospitals in my city (they include a world class research and children’s hospital) are not even close to being inundated with this fake pandemic. This is very odd…
First of all, the Swine Flu is not that virulent, second how is it an “Emergency”, third, I note the President doesn’t go into what this declaration means, meaning to me it’s a trial balloon to see what the Media and the American People say about this “Emergency Declaration”. Worst case senario is that there is no major outcry and he takes it to the logical conclussion of Forced Vaccinations (After all, he said there would be “No Forced Vaccination”…he also said he wouldn’t sign the Hate Bill, which he just signed the other day).
So, if there is no major outcry, look for vaccination centers to spring up in your locality very soon. Good luck out there! My prayers are with us all!

Continued monitoring over the last 6 years has produced many telltale heads up warnings and confirmations of other intel from sources that have been brought to you by the Q-Files crew on the Radio programs and in alerts and commentaries posted on this website and in several cases has also provided critical information to Military and Intelligence operators who for whatever reason were not apprised of that information………including a fumbled handling of an alert of an incoming Russian Bomber Bogey given by a P3 Orion plane to a bumbling, incompetent National Comm Center operator who suggested that the P3 Orion handle the intercept of said Russian Bomber. When in near real time the Q-Files got this word out …….the urgent request by the P3 Orion for an immediate scramble of interceptor fighter craft onto that Bogey……..lit up the afterburners on more than one airbase on the east coast and said Bogey was intercepted and escorted back where they came from .
Individually, these HF messages are not always highly important except as part of pattern recognition for changes in tempo, protocol, and emotional tenor or to look for potential match-ups to upcoming or ongoing events of strategic and tactical nature. However, sometimes these HF communications can be quite dramatic by themselves or when combined with other information source material can provide very disturbing views of near future possibilities and potential upcoming events.
Thursday 10/15/2009 one such HF catch heard free and clear on an open Military Frequency, by itself may have been only slightly revealing as to the current state of radio opsec. Combined with other information below, its ramifications might portend disaster or the end of your world as you know it………..or not.

Initially an ” aircraft or unit 50″ was heard asking a Comstation for a clear line to a certain alpha/numerical coded unit unknown to the monitor at the time. Said clear connection was afforded to “unit 50″ and then, in violation of radio security protocols, the previously mentioned coded unit answered up in the clear as “Air Force 1″ . This immediately got the attention of the monitors of these channels. “Unit 50″ then asked for specific authentication of codes regarding some operation from “Air Force 1″, who responded …….”that’s a charlie, ……The countdown has begun. ”
As described above, this taken individually, is not very revealing except in terms of radio protocol security. The exact operation being discussed by “unit or aircraft 50″, the requested coded authenticators, nor what the “countdown has begun” message is referring to are not known. Repeat not known precisely. However, put together with other information from sources to follow ……….. this HF catch on an in the clear Frequency may be of highly grave importance.
Banking Source Warning of Potential Nuclear Device Attacks in U.S. Cities
Dateline: Friday 10/16/2009
The Q-Files headquarters received a phone call from a top executive within one of the largest Banking Corporations in the U.S. This source was highly concerned about specific information their Bank Corporation had received regarding …….Probable….attacks upon U.S. cities by terrorists of jihaddist orientation using nuclear devices which may already be in place or that may be delivered by kamikaze style attacks via small aircraft upon centralized target locations of those cities. The cities named by that Banking executive were New York, Chicago, Houston, Dallas, Phoenix, Jacksonville, and Tampa .
In preparation for these potential nuclear threats upon these cities, the Banking Corporation has been instructed to set up all means to operate their Banks by executives and other personnel using secure computer systems from remote locations, to provide for potential evacuation of Bank branch employees if needed, and to take every step to protect Bank branch locations and depositors’ accounts as possible. This preparation was to be completed prior to 10/23/2009 as that begins the probable time window for these potential attacks by jihaddists or other unknown terrorist operators. This Banking source was verified as to their bonafides, ie. they are who they are. As to the list of cities and type of attacks, as well as the exact date of said probable attacks ………100% guarantees are not possible and these represent the information provided to this Banking Corporation source ostensibly from non disclosed Intelligence Community sources involved with Counter Terror operations.
Intelligence Community Source Warning
Independent from the Banking source, Q-files headquarters received a similar warning about potential nuclear device attacks upon U.S. cities via telephone approximately an hour after the Banking source had called. This warning was unsolicited as well and the deep background Intelligence community source giving it has been known to the Q-Files for over a decade. Their warning stated that from 10/23/2009 onward through 10/25/2009 that a highly probable attack upon some U.S. cities by jihaddist terrorists would be launched using nuclear devices and that Counter Terrorism operators were working to prevent this from happening. Possible in place devices and also possible delivery of nuclear devices by small planes was cited by this Intel Community source. The list of potential target cities were as follows…….New York, D.C., Chicago, Seattle, Las Vegas, Los Angeles, Tuscon, and Miami. 100% guarantee is not possible here though this information is very plausible and since it came in separately but dovetailed with the Banking warning it is being presented here as well in confirmation of the Banking warning.
Subsequent Confirmation Attempts and Ancillary Information
In an attempt to obtain further confirmation of these nuclear device attack warnings, the Q-Files contacted other sources in the in the Intel community and in the Law Enforcement community. One high level Officer in a large Midwestern city Detective Bureau contacted their trusted source inside a large U.S. Intelligence Agency and subsequently reported that this potential threat was of a specific nature and that all over the U.S. and around the world U.S. counter terrorism operations were ongoing including U.S. special operations forces, and Nato CT personnel as well. The dates could be anytime but specifically from the 10/23/2009 time period onward was confirmed as the suspected timing window.
Several other Intelligence sources with Military or Agency backgrounds have also been contacted so that further confirmation might be had on these matters. As any further information or confirmation comes in the Q-Files will make every attempt to get it up on this web site or out over the radio waves as quickly as possible.
As the Q-Files crew has warned previously on air and in various alerts and Hawk Talon reports on this web site, there exists a strong probability of Dollar collapse, market lock-ups, and potential for Bank Holidays based upon numerous other Financial, Economic, and Intelligence prognosticators such as Harry Schultz, Gerald Celente, Bob Chapman, Jim Sinclair, the Web Bots of Halfpasthuman and Urban Survival websites, and others. NYC is one of the cities that is supposedly to have been hit hard with the swain flu, I live in NYC and I have not seen any indication of a swain flu outbreak . There is not one person I know that has come down with the swain flu, as a matter of fact I don’t know any person who knows anybody that has come down with the flu. The government with the help of the main stream media has been doing everything possible to get the population to roll up there sleeves and be injected with this vaccine that has not been tested or proven to be safe. Sure money is playing a big role in this charade, but I think it goes even further then that. Is a government that has stood by and watched millions of Americans lose their homes to predatory lending without even lifting a finger to help them. Does a government that charges injured soldiers for their meals while are being hospitalized for battle injuries and charged for transportation to go home who are no longer able to carry on due to injury. so why does the president have to sign a national emergency order for them to be able to do that? hospitals are not run by the federal government (yet). if they felt the need to set up units away from the ER, they could do so without obammy signing a national emergency. there are PLENTY of retail and office commercial buildings sitting vacant that they could turn into centers to treat all these patients. oh, thats right– they havent done it because they ARENT being overwhelmed. they DONT NEED to set up triage units– they are just telling people to go home and get plenty of fluids and rest!!!!!

I remember reading about this thirty year experiment that was conducted in an African national park. Rather than culling the elephant annually, they decided to fence off the large area and allow the elephant to breed naturally without any intervention by the humans to control their habitat.

My daughter (10years old) had the Swine flu for 3 days. She is totally fine now. And NO tamiflu!!!! She only had fever at night, some nausea and coughed like crazy. She got tested and tested positive for Type A (so her pediatrician is calling that the H1N1). Then my husband got it and it took him a little longer to get over it, approx. 6 days. He just ran a low grade fever and coughed even more. My son and I never got it!!!! I dont understand why the government is making such a big deal about it, there is nothing to it. It is not even as bad as having the regular seasonal flu. I agree something is weird about it all. There is no National Emergency!!!!

I was visiting the sites of the battles of Lexington and Concord.
Then, I bought some copies of the Declaration of Independence, the Constitution, and the Bill of Rights.
Coming home, I carried these documents through airport security rather than risk getting them wrinkled in baggage.
I got through the metal detector.
All my stuff got through the x-ray EXCEPT the Declaration of Independence, the Constitution, and the Bill of Rights.
Two security workers had to spend a minute or two looking at the documenments on the x-ray machine, and then manually.
Finally, they let me have the Documents of Freedom.

The only sure way to ‘take-back’ our nation is to gain the confidence of the military – all branches.
Sure, there are members of the military – both officers and enlisted – who are sick of the BS and know that they serve an “unconstitutional” government. But, they need HARD evidence of these acts of ‘treason’ before they can do anything about it.
Perhaps the first step would be for states to sucede(?) from the “union”, thus giving them total authority over the NG/reserves stationed in those states.

I’m not buying this H1N1 scare tactic at all. Follow the money with this pandemic thing. What a marketing ploy! Either that, what a great way to get people on board for the public option. An overloaded health care system will have health care workers praying for help from the govmnt. My friend who works in a local ER says people are showing up with runny noses because of all this BS about a pandemic.
As for martial law with forced vaccinations? “F” that…I’m a liberal and THAT has me wanting to petition a redress of grievances…or if it is too late for due process: it is time we come together as a people and take it back.

I live in a homeless shelter about 2 weeks ago that set up for vaccination in the lobby of the shelter. As in 1976 I refused to get the vaccine. For those who got the vaccine the where given a tan card to prove that they received the vaccination. The only passable reason for that card is so when out right martial law is declared and there is forced vaccinations those who already received it can prove it.
