I would say they are preparing the populus for mass round up’s.
It will go something like this, you get a friendly mail in the post staying can you please turn up to an scheduled event. A chance to meet and shake hands with your local sports heroes at a giant stadium. Once in, it will be hard for you to leave expect on a bus to a camp. There you will be processed and imprisoned

They’re prepping us for something. Can’t say when, but at some point they plan on pulling the plug on what’s left of freedom; it will be triggered by a specific event or set of events. Now they’re getting us “conditioned” so when that time comes, we’ll already be cowed and docile (i.e., even more cowed and docile than just a few years ago, which was already pretty damned cowed and docile).

When asked for ID, everyone should say, “My name’s Winston Smith”. If enough people did it, it would get reported on, and the message would be clear.
