Schenectady Mayor Stratton Responds To Prison Planet “Martial Law” Report

Yesterday we reported on how a New York State city is considering implementing martial law and replacing the local police force with National Guardsmen, in an effort to clean up law enforcement in the area.
City officials in Schenectady are reportedly considering scrapping the entire police force in response to the actions of a small selection of officers who have been accused of assaulting citizens.
While other options have been raised, such as a consolidated county-wide police force diverting authority to the State Police, Mayor Brian Stratton has indicated that he believes the Governor could declare martial law during a period of “transition”.
Mayor Stratton today sent us a statement clarifying his comments, which were originally made to Capital News 9. Stratton writes that though martial law is not a “permanent remedy” to the problem, the use of state militia to oversee a transitional phase is being seriously considered.
We don’t feel in any way that our article “misinterpreted” the Mayor’s comments as he claims. Indeed, our subheadline emphasized the fact that the use of national guard was a “transitional” issue. The main thrust of our report was to express alarm that the extreme measure of declaring martial law was being considered in response to a relatively minor problem.
We were also trying to make the point that for authorities to be able to declare martial law so readily and on such a flimsy pretext sets a dangerous precedent for the entire country.
In addition, the use of military assets in civilian law enforcement is still illegal under Posse Comitatus, unless a clear state of emergency exists.
However, for the purposes of Mr. Stratton’s right of response, we are happy to post his statement in full below.

Dear Mr. Watson:
Your recent posting of an article on www.prisonplanet.com (“City Considers Martial Law to Clean Up Policing”) is misinterpreting the nature and intent of comments I have made to local media regarding the potential use of martial law in the City of Schenectady.
As reported on the local cable news channel, Capital News 9, I have said that martial law might be a necessary but temporary interim measure if in fact our city were to abolish its police department and transition over an extended period to a county-administered force or other option.
The very fact that many officers in our 166-member police department may choose to retire, leave city employment or seek employment elsewhere were the city to plan to ultimately move to that option, could result in a sudden exodus of personnel. Our responsibility to provide continued public safety through adequate numbers of police officers could mean a temporary assignment of State Police, other local law enforcement personnel, or even state militia only as an emergency and temporary measure until such time as a new department is formed and fully staffed.
Contrary to what your readers may believe, the City of Schenectady is not considering the implementation of martial law as a permanent remedy to the ongoing personnel and administrative problems within our police department. We are addressing those challenges internally, as we continue to investigate all realistic, long-term options available should we decide to dissolve or consolidate the department with another non-military law enforcement agency.
I hope that this email will clear any confusion over the recent report on Capital News 9.

I am from the gulf coast and am no stranger to hurricanes. Every time a hurricane comes, the police make it very clear that looters will be shot on sight. PERIOD. This is a fact that I and most in the region/ state of TX agree with. During a time of natural emergency looters need to be killed. I was in court right after hurricane IKE and there were two very young guys in front of the judge for looting, and he bluntly told them that they should thank their arresting officers for not killing them while they were stealing gasoline from an old lady’s car. I don’t care for police too much myself, especially in light of all of their rights violations and corruption, but this issue is VERY CLEAR and will always remain so… LOOTER WILL BE SHOT ON SIGHT! That is the reason for killing and beating looters, and it is an acceptable and even desirable condition. Stopping looting makes sense on ALL sides except the looters’ side. We are civilized people, not rampaging barbarians, and we should all support any police department that tries to preserve its citizenry’s lives, liberties and property.

They are not Peace Officers, they are Law ENFORCERS. They will not ensure peace, but enforce LAWS. What better way to enforce than to bring in a military unit or two? Certainly the public officials realize this. Do you?

Obviously, you should prohibit large masses of your police force from exiting your employment until a gradual phase-out transition has taken place. It’s interesting how you pose the problem of officers leaving city employment; what would expect them to do, become dog catchers? Does anyone in City Hall have the wherewithal to plan a coherent strategy to avoid the violation of a Federal law, not to mention risking panic to the general public who will witness armed soldiers in Humvees?
Mr. Mayor, you should resign your office immediately due to incompetence.

I like the idea of a mandatory death sentence for anyone in ANY position of political power who does not abide by the Constitution, and listen to the American public and work in it’s best interest to ensure that our liberties guaranteed by the Constitution shall not be infringed.
I think if politicians knew that any diluting or desecration of the Constitution would be punishable by death, you’d see a lot of good politicians.

Ive said it before, and I will say it again (and purely in the spirit of the founding fathers – who Obama has so much respect for) – They may kill 100 million of us. And that number may be made of primarily of ‘weaker people’. But, they will never eliminate the 20 or 30 million or so, of hardcore, armed, principled, physically fit, educated freedom-lovers. How can they. They would need an army the size of China. Oh, did I just say that? Hmmm – maybe thats what theyve been planning all along? Why would they “consider” Martial Law for 5 bad cops ???? Why not just fire the Cops and that’s it ?????? Or they can temporarily “deputize” a few others until they hire new Cops. This is CRAZY……………and, let’s not forget that this Mayor was one of 40 that met Friday morning with “President” Obama for about a half hour and then also had a “closed door” meeting. If any of you know about Schenectady and how corrupt the police department is than you might understand this extreme measure. Really I believe the plan was to use state police to control in the area. Schenectady police department cant do the job. Recently multiple officers got DWIs former police chief is in jail for selling drugs. Drug evidence comes up missing. Prostitution and crack houses run rampant, while the downtown area gets refurbished with millions of tax money, over shadowing the real problems there. I dont live there anymore but I work there. I watch how the abandoned house turn into crack areas. I get greeted on my way to work with some filthy prostitute. That place is a cesspool. It’s sad my shop is there and I pay business taxs for this garbage.

The solution to a corrupt police force is go in there and make the officers accountable, investigate, charge them with crimes, jail them, clean out the state attorneys, charge them with feloneys, charge the mayor with feloneys if he’s committed them

So I wanted to find out how many people live in this town, went to the City’s website.
In the press release section dated Feb 19, they announced that this Mayor Brian Stratton was scheduled to meet President Barack Obama at the White House on Friday (after Feb 19th I assume).
So with (according to the city’s website) a population of only 62,000 people (as of 2000 census) the Mayor gets a private meeting at the White House?… With the President?
Wondering how many City Mayors of cities with a population of only 62,000 people get a private meeting at the white house?
Then the following month the Mayor announces this plan on the news to replace the police dept “short term” with National Guard Troops?
Seems pretty suspect….

I´m from Argentina. Some time ago during a dangerous coctel of political, social and economic inestability, our governmet choose to install martial law, guess what? people destroyed the government in one single day leaving us without president, but guess what? our reserves found increased due to the lack of government thieves and the country rises again just with the people working and going on. They simply could not control masses.

So he’s saying that if they plan to implement a county replacement for their city police, that would cause a large number of officers to leave, which would then REQUIRE them to go ahead with martial law. Does anyone else see the doublethink here? If not doublethink, then circular reasoning.
