A Minneapolis man who was Tased by police after surrendering and putting both hands on the hood of a squad car says he wants restitution from the police.
On Monday, Rolando Ruiz’s lawyer released dashcam video of an April 30 incident in which Ruiz can be seen with his hands on the hood of a car when a police officer approaches him and Tases him in the neck. Ruiz then falls to the ground, and can be heard screaming in agony as the officer kneels over him.
As WCCO-TV in Minneapolis notes, the video begins moments before the Tasing, so it’s unclear whether there was a physical confrontation beforehand. But it is clear that Ruiz was not being aggressive at the moment he was hit with a conducted energy weapon.
Ruiz’ attorney, Albert Goins, says his client’s civil rights were violated, and he wants the police department to settle out of court for $75,000 or he says he will bring a federal lawsuit against the officers and Minneapolis Police Chief Tim Dolan.
This is at least the second high-profile incident of police brutality in Minneapolis to make the news this year. As the Minneapolis Star-Tribune reports, Chief Dolan earlier this year forced his officers to watch dashcam footage of officers beating Minneapolis resident Darryl Jenkins in a snowbank to the point he needed seven stitches. The FBI is now investigating that incident.
The fact the officer Tased Ruiz in the neck will likely cause concerns among police watchdogs. Last month, Taser International issued a memo to police forces telling them not to Tase suspects in the head, neck and chest, because doing so poses a risk of injury.
Observers of Minneapolis police note that the force had accepted recommendations not to allow officers to use Tasers on suspects’ necks — before quietly removing that guideline from its training manual.
“They removed restrictions on more than one officer Tasering a person at a time, or intentionally using the Taser on the head, neck, face, or genitalia,” wrote civil liberties advocate Dave Bicking. “They did this without consulting, or even notifying, the City Council or the [civilian review authority]. They said that they had just moved the policy to their training manuals. When we finally were able to look at a training manual, it was clear that almost all of the important provisions were gone, and officers were given much greater discretion.”
The Star-Tribune reported that Ruiz was arrested “after an incident involving damage to property at the Second Precinct headquarters.” Ruiz is charged with felony damage to property. He also pleaded guilty earlier this year to second-degree assault and misdemeanor failure to stop at the scene of an accident, both evidently unrelated to the property damage charge.
“For an individual facing a property crime case and in custody, that’s an outrageous amount of force,” the Star-Tribune quoted Goins.
Goins has not divulged how he obtained the police camera footage. He says his client doesn’t want more than the available 75 seconds of the video shown to the public.

I fully support the idea of the police as a civilian group of professionals hired by the taxpayers to protect and serve by enforcing the law. Similarly I support water as the essence of life and health but abhor the polluted, fluoridated filth that gets pumped into our homes. The police need to purify themselves and shake themselves of the questionable unlawful and tyrannical actions committed throughout their relatively brief history in this country. Otherwise they will be stuck exactly where their masters want them: between the devil ( their masters ) and the deep blue sea ( the populace whom they abuse ).

That is really not the point is it? We are way beyond looking at the officer as an individual.
The better question is why do so MANY idiots get hired as law enforcement?
Why does policy promote the hiring of this type of individual and jump to his defense when personally goes beyond his bounds as an officer?
Why then is the defense most often deemed that the “idiot” was just following his “official training” and departmental policy and procedure?
Why are so many officers quick to escalate in the face of relatively calm or understandably irrate citizens that they can IMMEDIATELY be determined are not a threat to them or others? Why do they often opt for the “hard takedown”?
If an officer is overly concerned about his/her personal safety, to the point that they cannot, or will not, deal with the public in a courteous, respectful, humble, and LAWFUL & CONSTITUTIONAL manner, then they should switch careers to flipping burgers at McDonalds. They can always drag the fry cook into the back room and beat the hell out of him on his breaks.(That is, until the fry cook pulps his ass and throws him in the dumpster with the garbage.)
If a police department cannot, or will not, make policy and procedure to deal with the public in a courteous, respectful, humble, and LAWFUL & CONSTITUTIONAL manner,
AND… hire only the most intelligent, respectful, humble, civil servant minded, & lawful individuals,
AND… to ALLOW AND DEMAND that they uphold their oath of office,
then the department should be totally dismantled, EVERY officer let go with the TOP TWO tiers of management as well as the commisioner charged with criminal malfeasance, criminal culpability, and criminal negligence. Then start the hiring process completely over again, starting only with former officers let go that have a record of exemplary public relations, many to fill senior positions as able. The community will do just fine during those few months of rebuilding. They may even find that they are able to live without such a large, intrinsically inept, police department and realize that their safety is their own responsibility.

The next time you get a call from any police organization soliciting money for their ’cause’, as benevolent as it may sound, say this: “Excuse me, sir” (you will have to interrupt them as they usually won’t quit talking) “When the _______________ (fill in the blank – state troopers, police, etc.) stop carrying and using high-voltage lethal weapons, Tasers, on innocent people, old women in wheelchairs and children, I will be happy to contribute to your campaign. Until that time, please remove me from your list and do not call here anymore.”
That usually gets their attention. Oh, and always tell them to pass the word to whoever they are working for as the caller is rarely a member of the police organization, just a paid lackey.

Unfortunately the criminals that wears the badges not only are trained to do this to people…THEY LOVE TO DO IT. It is more than a job to them, it gets them off. That is exactly and psychologically why they were hired in the first place.
BunchofHotAir is absolutely right. There will be asolutely NOTHING done to improve the situation until it gets really ugly. We are far beyond the point of legal remedies and activism, and have been for quite a few years now. It is just now that the people in mass are figuring that out. But when things get ugly that in itself will lead to massive escalation of the tyranny. Get warm and fuzzy with the fact that things will get far, far, worse before they get any better. And it will take years(this time…probably decades). You no doubt, could have probably picked a better time in history to be born in.
While the optimists say there is time to turn it around, I am affraid they really misconstrue the true reversal of the damage with an action of a temporary halt in the decline to be passed on to the next generation for continuation. Rather disingenuous on their part. Some due to their recent, but naive awakening, and other due to plain personal denial of the situation. Be that as it may, that type of reasoning and though that is why we are at this point in the first place. Can’t say I blame them for their reaction, but for wellbeing of them and their family, it would behove them to pull their head out of their arse in fairly short order. We have been past the point of no return for quite a while. We can wish all we want, but we can’t go back. We are simply waiting for events to hit critical mass. This thing has to run its course.
It is too bad, that what is left of the minority of the good police officers will suffer as well.
But it may be fitting as those “good” cops who have massively failed to police their own…
And spew enourmous myriads of excuses(legitamate or not) of why their “hands are tied” and cannot take care of the problem…
And most importantly, by their mere participation(good intention or not) in this corrupt entity, by the non-discriminate and thoughless support of the uniform itself, by following and performance of policies(the majority) that themselves are unlawful and unConstitutional(whether direct harm to a citizen or not)…
These actions do no more than to aid and abet the criminal element within law enforcement and government itself, and work very effectively to legitamize the criminality of the system itself. At some point the “good” cops become as guilty as the “bad” cops. Criminal malfeasance, criminal culpability, and criminal negligence, possibly even treason.
I can already hear it now, “But I joined the force to make difference and keep us safe.”
Really??? Make a difference from the inside??? Keep us safe??? Lets look at that in a logical fashion.
I, John Q Public in my entire lifetime, have a relatively low chance that I will have an encounter with a criminal(with or without the aid of law enforcement efforts). I have even lower chance of being a “victim” of one of these criminals. And I am more likely to be hit by lightning than than to be a casualty of terrorist. (note: my definition of criminal or terrorist is confined to the non-governmental type).
On the other hand, in the US, my odds of interacting with police, other law enforcement, and other governmental entities that merely believe they have police powers, is incredibly high. The fact that I drive puts me at even higher risk bracket. Because of all of this increase interaction, statistically I have dramatically increased my risk of legitimate AND ILLEGITIMATE victimization. So in terms of statistics…that makes law enforcement one of the biggest threats to my family and I.
So if an officer REALLY wants to make a difference, and REALLY wants to keep us safe,
then HE OR SHE SHOULD QUIT IMMEDIATELY and stop providing muscle for the corruption. You may just be judged by your decision. Just as NPD1969 states “your time will come” and looking around at the times we live in, it seems as though it might be sooner than later.
Salvage what good you have before you are assimilated entirely by the cancer. You can make a far greater difference on the outside and you will find there is a brotherhood and sisterhood out here. You can uphold your oath as a civilian, but you will never be allowed to uphold it as a cop.

Simply look back at why the Legions were not allowed to enter Rome in formation and only allowed to congregate within the city in very small groups(less than squad sized groups). While the mandate was to protect the Caesar, the Paetorians zealously enforced this mandate for their own powertrip and safety as they didn’t appreciate having their asses handed back to them by groups of thirsty, battle-hardened Centurions wanting to be left alone(Hmm…sound familiar ??)
Throughout history governments have always watched their own military with suspicion and fear any sizable consesus that may be contrary to their agenda or loss of control.
He who CONTROLS the guns, makes the rules, lawful or unlawful. But only up to the point at which the individual rejects the rules at the risk of death.
“They” FULLY understand that the military will at some point, violently oppose their agenda.
But they have taken effective steps to minimize that specific event itself, and have countermeasures in place, that have multiple levels of redundancy. They also have analysed NUMEROUS scenarios and have pre-determined responses derived from statistical odds. They may be modified during execution, but the core of the response will remain the same.
Nonetheless, what you imply will and must happen. Not so much for the conscience of those directly involved, but to clear the conscience of those hesitant that will follow. Because of this, “They” will do their best to contain and cover-up any acts of heroism or sacrifice of this nature. But acts like these tend to have trouble staying buried.
Bottom line is these are the cards we have been dealt. Some of them aren’t pretty. This IS going to hurt. Don’t get depressed… get prepared, especially emotionally.

Ever since Waco, I’ve held the opinion that if you continued to work for the “government” after that blatant act of terrorism and mass murder went not only un-punished but actually rewarded, then you are now as culpable for it as the actors on-site. They never showed the episode where Barney applied for Mayberry SWAT commander and made Goober his breech/entry guy.
Unfortunately a botched raid while serving a child molestation warrant at Floyds Barber Shop resulted in one death and a Mayberry Police officer critically injured.
After making entry on a so-called “no-knock” warrant, Officer Goob proceded to an interior storage room in which he heard various groans. While entering the room Officer Goobs yo-yo string became entangle with the trigger of his 12ga Reminton 870 pump shotgun, and discharged 7 times into the abdomen and chest of Otis Campbell, a local drunk vagrant. Campbell had apparently crawled into the storage room to sleep one off.
Hearing the multiple gunshots from the storage area, Commander Barney Fife deployed several M84 “Flash-Bang” into the room, sending Officer Goob scrambling for the exit. In the confusion, Commander Fife’s MP5 suddenly malfunctioned and emptied its clip, striking Officer Goober 30 times in the chest penatrating his incorrectly worn ballistic vest(Actually left it at the gas station cause it was kinda hot out). Commander Fife was able to drag Officer Goobers body out of the establishment only seconds before one of the grenades unintentionaly ignited the alcohol and intestinal gas from the open chest cavity of the disabled Mr. Campbell. The building erupted in flames, taking three other business with it.
Officer Goob was immediately put into the back of his cousin’s pickup truck(Gomer Pyle) and rushed to Raleigh Community Hospital for treatment. “His recovery was miraculous,” said hospital staff. “It appeared as though he was just too damn stupid to know how to die.”
When asked to comment on the incident Commander Fife’s eyes bulged slightly, and stated, While the Officer Goob’s injury was unfortunate, it was all done to protect the public safety and “for the welfare the children.”"
He also added that “This situation might have been avoidable if the citizens of Mayberry would have passed the last police tax levy. This would have allowed for replacement of our current pee-pee MP5s with more powerful, belt-fed .223 M249 SAW and .308 M240s. Our proposed budget may have even allowed the purchase of a much needed Mk19 40mm automatic grenade launcher and several hundred HE type rounds.”
“The public still doesn’t get it. We are fighting a war on terror and our officers are out-gunned on the streets.”
“The terrorist are much more sophisticated today. They disguise themselves as common civilians and form “cells” that look and function just like common organizations, but they are just waiting to strike.”
“They can be a local bridge club, 4H group, peewee football, garden club, or even those shifty-eyed bastards over at the Senior Center with their fake canes and walkers. We’ve been watching them for quite a while now and know there are just waiting for the right moment to light something off in a populated urban center.”
Sheriff Taylor declined comment other than stating, “The matter is under investigation, but it appears that all department policies and procedures were adhered to.”
Floyd Lawson was later found at the residence of Sheriff Andy Taylor playing with his son Opie Taylor and an unknown mature, undocumented-alien housekeeper who identified herself only as “B”. Lawson was taken in to custody then released on a $2.85 bond. Several hours later all charges were dropped.
Subsequent allegations of child slavery and kiddy-porn have since sparked new FBI investigations in to corruption and wrong-doing by Lawson and Taylor.
Lawson publically defends his status as an upright citizen of Mayberry and proudly points to his current position as Senior District Coodinator for NC Children Services and Fostercare.
The Campbell family have filed suit, but the Mayberry Coroner and County Clerk, Howard Sprague is doubtful that any remains of Campbell recovered will be of any evidentiary value.

I always wondered why my Grandma and Grandpa used to tell us kid’s that the only good cop is a dead cop… I am starting to see why though.

I have dealt and spoken with many police. It is amazing how stupid a lot of them are. Thugs and morons. They thrive on fear and expect you to fear them. They are rarely held accountable and are treated as above the law by the courts. Camera or no camera he will probably get away with it and do it again. How nice…this must mean taz me now ask questions later! If you live through it. More and more law suits will be filed against police abuse and brutality. I don’t know what these officers are on but they should all be evaluated on a weekly bases for drug screening and psychiatric evaluations.

i think i would rather wake up to my ex than this shit, not what i need to see on the first cup of joe…that being said i hope and prey that the cop involved is tarred and feathered…there is no excuse for that kind of flagrant violation of our most basic laws ie 8th amendment…even if there had been a fight prior to this incident the man surrendered. of course this is what you get when you allow those at the top to get away with torture, i mean is anyone really surprised that it is now happening more and more here at home? the American people have turned a deaf ear to those in gitmo and other places like it, does anyone think the cowardly American people will do anything to stop this behavior.
yes folks i don’t believe we will win this coming war with words. i prey I’m wrong but the continued violations of the most basic of our liberties can only lead to one of two conclusions…enslavement or revolution. What surprises me most is just how accurately history repeats itself…. read below to understand what i mean, it is one of the most inspiring political speeches ever written….and certainly one of my favorites.

They are sent over to bind and rivet upon us those chains which the British ministry have been so long forging. And what have we to oppose to them? Shall we try argument? Sir, we have been trying that for the last ten years.
Have we anything new to offer upon the subject? Nothing. We have held the subject up in every light of which it is capable; but it has been all in vain. Shall we resort to entreaty and humble supplication? What terms shall we find which have not been already exhausted? Let us not, I beseech you, sir, deceive ourselves.
Sir, we have done everything that could be done to avert the storm which is now coming on. We have petitioned; we have remonstrated; we have supplicated; we have prostrated ourselves before the throne, and have implored its interposition to arrest the tyrannical hands of the ministry and Parliament. The millions of people, armed in the holy cause of liberty, and in such a country as that which we possess, are invincible by any force which our enemy can send against us. The battle, sir, is not to the strong alone; it is to the vigilant, the active, the brave.
Besides, sir, we have no election. If we were base enough to desire it, it is now too late to retire from the contest. There is no retreat but in submission and slavery! Our chains are forged! Their clanking may be heard on the plains of Boston!
The war is inevitable — and let it come! I repeat it, sir, let it come.
It is in vain, sir, to extenuate the matter. Gentlemen may cry, Peace, Peace — but there is no peace. The war is actually begun! This happens basically everyday in my hood, and has been going on for as long as I can remember. It’s really nothing new. You could just be riding your bicycle, or walking down the street, and out of nowhere they’ll pull up on you and attack. MANY have been knocked off of their bicycles where the cop hits them with his/her car. I’ve seen incidents where this happened, and as the person is sitting their bleeding the cops have guns pointed at their heads and are kicking them and going through their pockets. When they find nothing, they just get back in the car and leave, letting the person lie there in the street injured and bleeding. Happens basically everyday in my hood, and has been like this forever.
You people are just getting upset because they are finally starting to treat the middle class suburban population the same way they have ALWAYS been treating us! This incident is actually quite mild compared to what I have seen on a day-to-day basis. And rest assured, it is only going to get MUCH WORSE for you and your family. Like I have said before, the ONLY justice you are ever going to get against these inhuman thugs is HOOD JUSTICE. When cops (and their children) start dying from sniper bullets and drive-byes, and they start to realize that it’s only the brutal, sadistic cops getting knocked off, that is when the survivors get smart and start treating the people with more respect. In my hood this cop would likely already have ended up in a body bag.

I would hope and pray we would give them armed resistance, not just anarchy Daniel. There is only so much crap people can put up with, before they snap. I think the American people are just about ready to do a major snap.

I am sorry to let you know that “They”… DO NOT want anarchy. “They”… DO NOT even want a fight. “They”… DO NOT want you to resist.
“They” DO want you to lay down. “They” DO want you to do what you are told. “They” do want you to die efficiently after you have been milked dry and spent.
You should not confuse their extreme and thorough preparation for resistance, with their overall objective desires. These are only contingent in nature and represent huge expenditures of both time and money. Also, use of these preparations incur much waste and collateral damage. They view these actions as negative, but know it is ABSOLUTELY inevitable, just as Madman suggests. They also know it is only a serious threat to the EXECUTION of their agenda, NOT their overall agenda.
Their agenda is guaranteed as much as our eventual return to control. THEY fully understand their agenda is part of a cyclic historical opportunity. But, They falsely believe they can break the cycle at the right moment and make their tyrannical era permanent, just as we foolishly believe that we can somehow make our freedoms permanent. The human condition is the downfall of both sides and is why the process is ever repeating. It is the reason that the cycle cannot be broken, only altered. Since the underlying process is fairly set and defined by the cycle, the only real substantial input variables are new technology and the intensity/utilization of the methods themselves. On the output side the result is the same(the cycle) but with different DURATIONS and EFFICIENCIES.
It will be a very, very long time before our time comes again. We WILL NOT live to see it. We(and our children, grandchildren & great grandchildren) WILL live to see the worst of what human beings are capable.
Daniel, it is obvious that you still have not come to terms that you and your family WILL partake in this nasty part of history. NEWS FLASH: You DO have the choice to deny it and put yourself & your family at more disadvantage and danger…but YOU WILL, nonetheless, participate and suffer. You DO NOT get a choice in that.
You probably are comforted that you are but one of many, who have trouble coming to grips with the situation. Hell, you should even feel good that you have actually awakened somewhat. I think we should have a star chamber type group. Officers found to be using these tasers in an inappropriate manner should be tased as well and probably slapped around some. Let’s see if they keep playing games! I am an ex cop and I despised alot of my fellow officers as they seemed to be impotent. They were the kids that were picked on in School and now they take their revenge. If I were to get tased for no good reason that officer and his /her family will have to be put into protective witness custody. I’m sick of hearing about the abuses.!

WTF! It doesnt matter what this guy did before the part where it shows him getting tasered. The citizen is complying and has his hand on the viechle, the only thing I can think of that could even be used as an unacceptable excuse for tasing this man is if the officer had asked him to do something other than put his hands on the car. The taser, while “Non, Lethal” is still a weapon and there should be restraint when using it, tased in the neck are you kidding me? This man could have been killed. This officer needs to be put on trial, have somewhat of a chance to explain what he was doing, and depending on his story be fired, and tried. This is outrageous, I did not go to Iraq to see my country turn into this!!! This is outrageous!

I have an urgent message for you, more important than any message you can hear. God is Holy and cannot accept sin(honor thy mother and father…, thou shall not kill, thou shall not commit adultery, thou shall not steal, thou shall not bear false witness against thy neighbor, thou shall not covet..etc…Exodus 20:12-17). Here are some verses that show examples of sin:

The penalty of sin is death and eternal punishment in the LAKE OF FIRE. I am warning you about hell because I love you! You are dead in your sins and headed for hell which is described in the Word as a FIRE THAT QUENCHES NOT(”…the fire is not quenched” Mark 9:44). It is a horrible and terrible place of everlasting torment that people will go because of their sins.
“And it came to pass, that the beggar died, and was carried by the angels into Abraham’s bosom: the rich man also died, and was buried; And in hell he lift up his eyes, being in torments, and seeth Abraham afar off, and Lazarus in his bosom. And he cried and said, Father Abraham, have mercy on me, and send Lazarus, that he may dip the tip of his finger in water, and cool my tongue; for I am tormented in this flame.” Luke 16:22-24
“In flaming fire taking vengeance on them that know not God, and that obey not the gospel of our Lord Jesus Christ: Who shall be punished with everlasting destruction from the presence of the Lord, and from the glory of his power;” 2 Thessalonians 1:8-9

But God has provided a way for each to escape the lake of fire. He sent his Son Jesus(God manifest in the flesh-1 Timothy 3:16) who was conceived by a virgin by the Holy Spirit of God,lived a sinless life, and suffered a horrible death/shed blood and rose again 3 days later to take the penalty of YOUR sins so you dont have to pay for them in hell for eternity! He loved you so much which is why he did it! He is the only one to have fufilled the law perfectly(sinless) and paid the price of the entire world’s sins so that man could be saved on the merits of His perfection(see Romans 5:19). All you must do to be saved is BELIEVE in Him(trust in Him to save you as a sinner). You must admit your lost sinful condition to Him/that you’re worthy of hell, and ask Him to save you by placing complete trust in Jesus ALONE for salvation(an example in the Word of someone doing this- “And the publican, standing afar off, would not lift up so much as his eyes unto heaven, but smote upon his breast, saying, God be merciful to me a sinner.” Luke 18:13).It is not even partly by yourselves that you can be saved, but only by the merits of Jesus Christ!
“For God so loved the world, He sent his only Begotten Son, that whosoever believeth in Him shall not perish, but have everlasting life” John 3:16.
“And he is the propitiation for our sins: and not for ours only, but also for the sins of the whole world” 1 John 2:2

No works or anything you do can save you! May God open your eyes, that one day I may see you in heaven. Read the Word of God(the 1611 King James version- NOT the modern versions, they are corrupt) before rejecting it! Death is fleeting. You may NOT have tomorrow! For death comes when we least expect it! Make sure you are saved TODAY! The Bible condemns the rich, the wealthy, and those who take advantage of the poor, so it CANNOT have been made up by the elite. Because the Word clearly CONDEMNS people such as those! It declares all mankind as sinners(myself included).
I am a Christian, and love you enough to warn you of the dangers of hell. Beware, the Roman catholic church is NOT Christian! The church CANNOT save you but only Christ! Just because someone says they are a Christian does not necessarily mean they are one(remember the crusades in history? Many were murdered in the name of Christianity. Everyone keeps waiting around for someone to drop the ball, or fire the shot, and start the revolution, and we’ll all find ourselves being tasered until we defecate ourselves, for the chuckles of the police state. Seriously, is it gonna take every *patriot* here finding themselves on the ground being tased, before you even THINK of getting off the couch, off the computer, and doing something about this shithole government that was once a mighty republic, now nothing more than a corrupt democracy.

In every single case in which a tazered person has sued the cops, EVERY SINGLE CASE, the cops have settled out of court and the maker of tazer either payed or helped pay. The only acceptable time to tazer a person is when the alternative is to shoot them or use other lethal force, and they know it. These are less-lethal weapons, not non-lethal weapons. If the cop’s life is not in danger then he is using excessive force when he uses a tazer, period. Using a tazer because you don’t want to wrestle with a non-complying suspect is illegal, just like a cop shooting you in the back just for running away is illegal. If they thought they could win they would let it go to court in order to set precedent and legitimize the practice. But they can’t so they won’t and the practice of tazer use remains in limbo. What it will take is a tazered person who refuses to take the settlement, makes a charge of excessive force and goes to jury trial. The cops and tazer are paying people who get tazered to prevent this from happening because they know.
