Paul wrote these words at a time of intense persecution of innnocent Christians.And yet this is the council he wrote to the children of God. Inspired of God, to become a part of his word. the Holy Bible.
You who confess to faith and trust in God, do well to pay keen attention to his word,no matter what your carnal instincts might be, for he who loves us provided these words for us.

2And be not conformed to this world: but be ye transformed by the renewing of your mind, that ye may prove what is that good, and acceptable, and perfect, will of God.
3For I say, through the grace given unto me, to every man that is among you, not to think of himself more highly than he ought to think; but to think soberly, according as God hath dealt to every man the measure of faith.
14Bless them which persecute you: bless, and curse not.
17Recompense to no man evil for evil. Provide things honest in the sight of all men.

Romans 13
1Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.
2Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation.
3For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same:
4For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil.
5Wherefore ye must needs be subject, not only for wrath, but also for conscience sake.
6For for this cause pay ye tribute also: for they are God’s ministers, attending continually upon this very thing.
7Render therefore to all their dues: tribute to whom tribute is due; custom to whom custom; fear to whom fear; honour to whom honour.
8Owe no man any thing, but to love one another: for he that loveth another hath fulfilled the law.

Obedience to authorities is relative however. We must obey God as ruler rather than men.We must bow down to and worship God alone. We know the world is ruled by Satan, and all power has been given to him and to whomsoever he will give it.
Eph 6:12 For we wrestle not against flesh and blood, but against principalities, against powers, against the rulers of the darkness of this world, against spiritual wickedness in high [places].
Luk 4:5 And the devil, taking him up into an high mountain, shewed unto him all the kingdoms of the world in a moment of time.
Luk 4:6 And the devil said unto him, All this power will I give thee, and the glory of them: for that is delivered unto me; and to whomsoever I will I give it.
Luk 4:7 If thou therefore wilt worship me, all shall be thine.
Luk 4:8 And Jesus answered and said unto him, Get thee behind me, Satan: for it is written, Thou shalt worship the Lord thy God, and him only shalt thou serve.
