Government officials have claimed that the “secret program” CIA director Panetta recently disclosed to Congress involved foreign assassinations.
But on December 15, 2002, the New York Times published a story entitled “Bush Has Widened Authority of C.I.A. to Kill Terrorists”.
As the Times pointed out:
The Bush administration has prepared a list of terrorist leaders the Central Intelligence Agency is authorized to kill, if capture is impractical and civilian casualties can be minimized, senior military and intelligence officials said…
President Bush has provided written legal authority to the C.I.A. to hunt down and kill the terrorists without seeking further approval each time the agency is about to stage an operation…
Mr. Bush issued a presidential finding last year, after the Sept. 11 attacks on New York and Washington, providing the basic executive and legal authority for the C.I.A. to either kill or capture terrorist leaders…
The president has given broad authority to the C.I.A. to kill or capture operatives of Al Qaeda around the world, the officials said…
The administration must notify Congressional leaders of any covert action finding signed by the president. In the case of the presidential finding authorizing the use of lethal force against members of Al Qaeda, Congressional leaders have been notified as required, the officials said.
(ARTICLE CONTINUES BELOW)
The Times article makes clear that Congress was notified about the program sometime between September 11th and the date the article was published in December 2002.
And as Citizens for Legitimate Government writes:
This can’t be the ’secret program,’ since the NYT published the ’secrets’ in 2002.
Therefore, the secret program must have involved something more than foreign assassinations, or something else entirely.

I for one would like to see “references” (publication, date, volume, issue, page, and title) to ALL pertinent facts presented in Alex’s news briefs. It lends a sense of creditability to those skeptical souls who blindly believe that governments are fair, just, or moral.

Well something big did happen in 2001, in September if I remember correctly. And yes, the CIA hid it from everybody they could.

He gave the date of the article. If people who are skeptical, but want to know, it is almost as easy to find it by knowing the date as with a hyper-link. If they are skeptical but too lazy to look it up, fuck them. They are too lazy to matter.

If it ain’t assassinations, then what secret program do you suppose it is – that was so important – that someone broke ranks and leaked it to Nancy Pelosi ? Or did she make the whole thing up ? Nasty business, politics.

waterboarding
directives for death squards
etc….
all of these are bullsh*t topics to legitamize the bogus Al-Quaida/ terrorist story. it’s just relentless psychological warfare on the american public.

Well, since coke smuggling, arms dealing, torturing, kidnapping, assassinations, and more ad naseum are not shocking enough to keep hidden, it does make one wonder what could be so shocking they dare not release the info to the public. I really don’t like the CIA. While the majority of the people who work there are just analysts, computer programmers, and the like, the section that deals with the field really sucks. Their field agents were laughed at by the Special Forces soldiers I knew in the late 80s. Once they get past the desk, they don’t seem to do too well.

1) Who gives a fuck if they authorized the CIA to kill terrorists?
2) Just because it gets leaked to the media doesn’t mean it is no longer classified
As stupid as it sounds, Ive been on deployments in the 90’s where we were not allowed to tell people where we were going yet it was in the paper. (East Timor)
Congress was also briefed on the 3 dipshits that were water boarded and Nancy Pelosi still says she wasn’t. Even though her signature shows her at the meetings….

The CIA ADMITTED they have NO record of what was discussed at the meetings you mention, and can’t provide the dates of any briefings where they supposedly informed Pelosi about waterboarding.
Not only that, but the CIA has been lying to congress since its inception: Bay Of Pigs, MK Ultra, Iran, etc.

All I’ve ever heard from the CIA was that “you didn’t see that”. Don’t care for the agency at all. I think they should be disbanded completely along with the NSA, FBI, DEA, and whatever agencies they have which we don’t even know about. It would cut down on crime and save a lot of money. I have become convinced over the years there is no such thing as national security issues on state secrets, just evidence of wrongdoing on our government’s part. Transparency is something we can handle if we are not doing wrong in the world. Oh, I forgot, we are doing wrong all over the world!

Let’s just speculate for a moment. What if this CIA operation involved domestic assassinations? That would be considered just plain murder, and that would be the one thing that would explain why Panetta was so freaked out.

Probably about how to deal with American dissenters once mass surveillance has identified a security risk ( i.e. 9/11truthers, Ron Paul supporters, etc.)
Non-lethal technologies: an overview
http://66.102.1.104/scholar?q=.....&hl=en
“Existing non-lethal weapons include rubber and plastic bullets, entangling nets, irritantsprays such as pepper or tear gas, and electrical stunning devices such as the “Taser” gun.
New non-lethal weapons are on the way, which will include acoustic and microwave weapons, non-lethal landmines, and malodorants (see Table 1). Many analysts would agree that there is a “legitimate” role for non-lethal weapons, both for civil and military applications. However there is considerable disagreement as to the operational effectiveness of non-lethal weapons, and the threat such weaponspose to arms conventions and international law. As usual, a balance has to be achieved where the benign advantages of developing and deploying non-lethal weapons are not outweighed by their more malign effects. In particular, emerging non-lethal technologies offer an increasing opportunity for the suppression of civil dissent and control of populations—these are sometimes referred to as the“technologies of political control”. “

Forgot to add, based on recent articles / comments by Kurt Nimmo, Seymour Hurst, Naomi Klein, etc. (that the War on Terror paridigm was adopted from Isreal, that Isreal is training our CIA, military, and police), that this type of domestic counter-terrorism operation involving “non-lethal” technologies (translation: pain-inducing technologies , i.e.-torture that is less than lethal unless they want otherwise, wink, wink) will usually follow the Israeli model of attacking targets in their home while they are isolated and vulnerable ( lots of YouTube clips of Israeli settlers attacking Palestinians in their homes )…with the exception that some of the “non-lethals” give the attackers to attack invisibly, for example, using some of the DEW weapons (directed energy weapons) that the paper talks about-refer to link posted above in first entry…

Kosherizing the US Military strategic paradigm

More recently, ace journalist Seymour Hersh revealed the existence of a CIA assassination program in Iraq, a fact lightly reported by the corporate media. “Hersh mentions that Israel is guiding the CIA’s Phoenix Program in Iraq, and as everyone knows, the Israelis are the world’s masters of assassination and terrorizing an entire people into submission. What Hersh doesn’t mention is that the blanket of censorship that prevents the American media from criticizing Israel for its war crimes has now been cast over Bush and the CIA, and all the people they use to conquer foreigns nations and assassinate people who never did any American any harm–until the Americans invaded their country,” explains Douglas Valentine, who authored a definitive book on the CIA’s Phoenix Program.

This is a bit of history from the 70,s , but it shows what they want and how to bring it about by terrorism red flags

All those doctors and bioengineers dying left and right (accidents, suicides, disappearances, etc.).
The hell, they really want to destroy this world. These people were working on cures, on new technologies for better exploitations of energy.
It also was a way to get rid of potential whistle blowers, who’d point out the glitches of the whole international health system.
