Officials in the United Arab Emirates may investigate a member of the Abu Dhabi ruling family over a videotape showing a member apparently torturing another man.
The widely circulated footage is threatening to derail a multi-billion dollar nuclear deal between the US and the Gulf state.
The video appears to show Sheikh Issa bin Zayed al Nahayan – brother of UAE president and Abu Dhabi ruler Sheikh Khalifa bin Zayed al Nahayan – mercilessly beating a man in the desert.

The man, said to be an Afghan trader accused of overcharging Sheikh Issa in a grain deal, is seen being beaten with a wooden panel with nails stuck in it.
He is assaulted with a cattle prod and his genitals are set on fire before a 4×4 drives over his legs, apparently breaking them. A man in police uniform assists with the torture.
