Ben Emmerson QC, who is leading an inquiry into the use of drones, says the strikes are illegal under international law and that they could provide justification for terrorist attacks.
His comments will anger victims of terrorist attacks and threaten to undermine his nine-month investigation.
In an interview with CNN, Mr Emmerson, the UN’s special rapporteur on counter-terrorism and human rights, said: “If it is lawful for the US to drone al-Qaeda associates wherever they find them, then it is also lawful for al-Qaeda to target US military or infrastructure wherever (militants) find them.”
The UN Human Rights Council asked Mr Emmerson, a barrister with Matrix Chambers, to start an investigation of the drone attacks following requests by countries including Pakistan, Russia and China.
